RESOLUTION 25-3510 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA SUPPORTING THE SUBMISSION OF A <br />COMMUNITY PROJECT FUNDING REQUEST TO CONGRESSMAN CORY <br />MILLS FOR THE EASTBROOK PHASE 1 WATER MAIN REPLACEMENT <br />PROJECT IN AN AMOUNT OF $3.5 MILLION <br />WHEREAS, in early Spring 2021, House and Senate Appropriations Chairs announced that <br />both committees would reinstate a modified opportunity for congressionally -directed spending for <br />state and local projects — what was formerly known as "earmarks"; and <br />WHEREAS, Congressman Mills' Office notified the City of the opportunity to submit a <br />federal appropriation request for the FY2026 cycle; and <br />WHEREAS, City staff has identified a project, Eastbrook Phase 1 Water Main Replacement, <br />eligible for Community Project Funding; and <br />WHEREAS, Community Project Funding (CPF) is generally defined as spending provisions <br />in federal legislation that are requested on behalf of constituents or constituent organizations by a <br />Member of Congress or Senator. It provides, authorizes, or recommends a specific amount of federal <br />discretionary budget authority, credit authority, or specific funding amount to a specific entity for a <br />specific purpose; and the purpose of the project must meet the objective of a federal program under <br />existing law. CPFs allow Members of Congress to request direct funding for projects that benefit the <br />communities they represent; and <br />WHERAS, the Eastbrook Water Main Replacement Project – Phase One represents the first <br />phase of a comprehensive water infrastructure program to rehabilitate and modernize aging water <br />infrastructure. The multi -phased approach to address these infrastructure demands is being <br />implemented with focus on ensuring affordability for citizens, preserving the family-oriented sense of <br />community for which the City is known, and maintaining its business -friendly environment. Phase 1 <br />of the program will include construction of 16,200 linear feet of water mains, installation of 38 new <br />fire hydrants, and replacement of 7 existing hydrants at an estimated cost of $9.2 million. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission of the City of Casselberry hereby supports the <br />Community Project Funding request, as submitted to Congressman Cory Mills, for federal <br />appropriation of $3.5 million for the Eastbrook Phase 1 Water Main Replacement Project. <br />SECTION II. Effective Date. This Resolution shall become effective immediately upon <br />passage and adoption. <br />
