FIRST READING OF ORDINANCE 04-1123 - FUTURE LAND USE - 88 & 100 <br /> <br />PLUMOSA AVENUE - LISA MERLIN PROJECT <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to read Ordinance 04-1123 <br />by title only. Motion was seconded by Commissioner <br />Doerner. Motion carried unanimously by voice vote. <br /> <br />The City Clerk read Ordinance 04-1123 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE <br />CITY OF CASSELBERRY COMPREHENSIVE PLAN, BY AMENDING THE OFFICIAL <br />FUTURE LAND USE MAP ESTABLISHING THE FUTURE LAND USE DESIGNATION <br />OF MEDIUM DENSITY RESIDENTIAL (MDR) FOR THOSE PARCELS DESCRIBED <br />IN SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Wells stated the applicant is requesting to change the Future Land Use designation <br />for the subject properties from Low Intensity Non-Residential/Medium Density Residential (LINIUMDR) <br />to Medium Density Residential (MDR). The change will eliminate the required 3 acre minimum lot size as <br />well as the requirement for a conditional use approval for a community residential home, which is the use <br />proposed by the applicant. The Planning & Zoning Commission/Land Planning Agency recommended <br />approval of Ordinance 04-1123 at its February 25, 2004 meeting by a 4 - 1 vote. The Parks & Recreation <br />Advisory Board reviewed the proposed land use change at its February 10, 2004 meeting, pursuant to a <br />request from the Planning & Zoning Commission. The Parks & Recreation Advisory Board rendered <br />individual recommendations consisting of two (2) members being against, two (2) members being for and <br />one (1) member offering no opinion regarding the proposed land use change. <br /> <br />Ex Parte Communications: Commissioner Hart disclosed that she had a meeting with Lisa Merlin and some <br />her associates on March 19, 2004. Commissioner Cook disclosed that she had a meeting with Lisa Merlin <br />and some of her associates on March 19, 2004 and also visited the Lisa Merlin House located in Sanford on <br />March 20, 2004. Commissioner Doeruer disclosed she also had met with Lisa Merlin and some of her <br />associates on March 19, 2004. <br /> <br />Audience Participation: <br /> <br />1) Bruce Merlin, 508 Majoma Avenue, Altamonte Springs, Co-Founder of the Lisa Merlin <br />House and husband of Lisa Merlin, requested favorable approval of Ordinance 04-1123. <br /> <br /> <br />
