<br />Attachment A <br /> <br />MEMORANDUM OF UNDERSTANDING <br />Between <br />The City Commission of the City of Casselberry, <br />The Community Redevelopment Agency (CRA) of the City of Casselberry, <br /> <br />In accordance with the desire of both the City Commission (hereinafter referred to as the City) and <br />the Community Redevelopment Agency (hereinafter referred to as the "CRA") of the City of <br />Casselberry to obtain professional site planning services for development of properties located <br />within the Community Redevelopment District (hereinafter referred to as the "CRD"), an agreement <br />is executed between the "City" and the "CRA". <br />SECTION 1 <br /> <br />Goai: <br />The City and the CRA desire to work jointly to move the City Center project forward and will hire <br />consultants to perform financial feasibility and market studies, and provide developmenVdesign <br />concept(s) that will bring focus to the project details and can be used in the solicitation and <br />recruitment of developers qualified to undertake the development of the City Center project. <br /> <br />Steerina Committee: <br />1. To enable the City and the CRA to work cooperatively together on various projects within <br />the CRD, the City Center Steering Committee is established consisting of the City <br />Manager, Community Development Director, Public Works Director, one (1) Commission <br />member and one (1) CRA member. <br />2. The City Commission and CRA representative members are to be selected by their <br />respective Commission/Agency. <br />3. The Steering Committee shall direct the work efforts of the professional consultants and <br />supporting staff with appropriate reports back to the City Commission and CRA. <br /> <br />Responsibilities: <br />1. CRA shall contract with consultants and pay all costs associated with these services. <br />2. Swan Development Advisors will provide services to prepare a development concept use <br />and additional project management services as appropriate based on their fee schedule <br />(Exhibit B). <br />3. Real Estate Research Consultants will participate in certain planning activities as needed <br />and provide financial analysis of recommended concepts based on RERC's knowledge of <br />local marketing conditions as directed based on their fee schedule (Exhibit C). <br />4. In addition to the City Center development program, RERC will provide the professional <br />services related to the feasibility in determining demand, possible size, and possible <br />location or other options related to the development of a civic facility (Exhibit D). <br />
