<br />Resolution 07-1774 <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING A MEMORANDUM OF <br />UNDERSTANDING BETWEEN THE CITY COMMISSION <br />AND THE COMMUNITY REDEVELOPMENT AGENCY <br />ESTABLISHING A CITY CENTER STEERING <br />COMMITTEE; PROVIDING STAFF RESOURCES; <br />ACKNOWLEDGING THE ALLOCATION OF RESOURCES <br />BY THE COMMUNITY REDEVELOPMENT AGENCY TO <br />PAY FOR CONSULTANT FEES; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br /> <br />WHEREAS, the City Commission (CITY) and the Casselberry Community <br />Redevelopment Agency (CRA) have jointly met, discussed and agreed upon the <br />importance of the development of a certain 15.3 acre city-owned site for a mixed-use, <br />project currently known as City Center, as well as the City Hall site, the park area on <br />Lake Concord and the parcels fronting the lake on the western shores of Lake Concord; <br />and <br /> <br />WHEREAS, the development of City Center and the areas to the north would serve to <br />further a strong local economy and improve community identity as well as create a "sense <br />of place" for all City residents to enjoy; and <br /> <br />WHEREAS, the City and CRA want to determine the feasibility and possible location of <br />a civic facility as part of the overall assessment of the City Center development program; <br />and <br /> <br />WHEREAS, the City and the CRA have agreed to allocate staff and financial resources <br />to develop a concept development program for City Center; and <br /> <br />WHEREAS, the CRA in its process to update the CRA Redevelopment Plan will include <br />the City Center implementation program as a cornerstone element to the plan; and <br /> <br />WHEREAS, the City and the CRA desire that the planning and program implementation <br />process begin as soon as possible; and <br /> <br />WHEREAS, Swan Development Advisors (SDA) and Real Estate Research Consultants, <br />Inc., (RERC) have the capabilities to perform the development planning and financial <br />analysis for City Center and civic facility; and <br />
