<br />WHEREAS, Section 26-29, "Occupational License Review Board," was created to regulate
<br />a business owner through the ability to revoke their "occupational license" and the revocation of a
<br />"local business tax receipf' does not provide a method of enforcement;
<br />
<br />WHEREAS, words with double underlined type shall constitute additions to the original text
<br />and stril~e tRre~!lR shall constitute deletions to the original text.
<br />
<br />NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE CITY OF
<br />CASSELBERRY, FLORIDA:
<br />SECTION 1: Section 26-26, "Definitions", of the Code of Ordinances of the City of
<br />Casselberry, Florida, is hereby amended to read as follows:

<br />Sec. 26-26. Definitions. The following words, terms and phrases, when used in this Article, shall
<br />have the meanings ascribed to them in this Section, except where the context clearly indicates a
<br />different meaning:
<br />
<br />Business: meaAS any activity, enterprise, profession, joint venture or occupation, whether or not for
<br />profit, conducted within the City, of such a nature that it provides either a product or a service to
<br />patrons, clients or customers. A business includes:
<br />(a) till Any of the following: all individuals, corporations, associations, syndicates, joint stock
<br />companies, partnership of every kind, joint ventures, clubs, trusts and societies engaged in
<br />any type of work, occupation, or profession.
<br />!Ill \6) Individuals engaged in any business, occupation or profession required to be regulated,
<br />licensed, permitted or certified by the State of Florida Department of Business and
<br />Professional Regulation, the Florida Supreme Court, the Florida Department of Insurance, or
<br />the Florida Department of Banking and Finance.

<br />Employee: meaAS a worker or workers in a business location and shall include all full and part time
<br />personnel, including employees, independent contractors, principals and partners working for the
<br />business.
<br />
<br />Number of employees: meaAS whenever the amount of a IieeAse local business tax is based,
<br />wholly or in part, on the number of persons employed, the number to be used in calculating the
<br />amount of the IieeAse local business tax shall be the average number of persons employed during
<br />the preceding local business tax IieeAse year or business operating period, or the average number
<br />of persons reasonably expected to be employed during the period for which the liseRse klca!
<br />business tax is to be issued, whichever number shall be greater. A new business shall be based
<br />on a reasonable estimate of the number of the employees as of opening day.

<br />SECTION 2: Section 26-27, "Purpose of Article", of the Code of Ordinances of the City of
<br />Casselberry, Florida, is hereby amended to read as follows:
