EXHIBIT B Saticoy Investments Company, LLC 2121 San Jacinto, Suite 2900 Dallas, Texas 75201 February 19, 2007 Dear Neighbor: Recently, you received a notice from the City of Casselberry regarding the proposed designation of the former manufacturing facility located at 1150 Belle Avenue in Casselberry as a "brownfield" under the Florida Brownfield Redevelopment Act. As the notice indicated, City Council will consider the proposed designation at its February 26, 2007 meeting. Through various State incentives, the State's Brownfield community redevelopment program prOVides assistance to landowners and businesses to help with environmental cleanup and the redevelopment of underutilized urban properties. Designation under the State's Brownfield Program will allow us to expedite remaining cleanup activities, coordinate completion of cleanup activities with the redevelopment and reuse of the site, thereby creating jobs and enhancing the value of the site for the benefit of the City and the County tax roll. With the City's ongoing redevelopment efforts and the proximity to SR 434, we believe that the site offers a good opportunity for a variety of uses consistent with the existing industrial zoning and land use. The State's Brownfield Program has been in existence since 1997 and over 140 sites around the state similar to the 1150 Belle Avenue property have been, or are being, redeveloped under the Program, creating jobs and increased tax revenues for the benefit of their surrounding communities and citizens. We believe that the 1150 Belle Avenue property can playa positive roll in the revitalization of Casselberry and we look forward to working with the City to make this happen.
