<br />EXHIBIT B <br /> <br />Saticoy Investments Company, LLC <br />2121 San Jacinto, Suite 2900 <br />Dallas, Texas 75201 <br /> <br />February 19, 2007 <br /> <br />Dear Neighbor: <br /> <br />Recently, you received a notice from the City of Casselberry regarding the proposed <br />designation of the former manufacturing facility located at 1150 Belle Avenue in <br />Casselberry as a "brownfield" under the Florida Brownfield Redevelopment Act. As the <br />notice indicated, City Council will consider the proposed designation at its February 26, <br />2007 meeting. <br /> <br />Through various State incentives, the State's Brownfield community redevelopment <br />program prOVides assistance to landowners and businesses to help with environmental <br />cleanup and the redevelopment of underutilized urban properties. <br /> <br />Designation under the State's Brownfield Program will allow us to expedite remaining <br />cleanup activities, coordinate completion of cleanup activities with the redevelopment <br />and reuse of the site, thereby creating jobs and enhancing the value of the site for the <br />benefit of the City and the County tax roll. With the City's ongoing redevelopment efforts <br />and the proximity to SR 434, we believe that the site offers a good opportunity for a <br />variety of uses consistent with the existing industrial zoning and land use. <br /> <br />The State's Brownfield Program has been in existence since 1997 and over 140 sites <br />around the state similar to the 1150 Belle Avenue property have been, or are being, <br />redeveloped under the Program, creating jobs and increased tax revenues for the <br />benefit of their surrounding communities and citizens. We believe that the 1150 Belle <br />Avenue property can playa positive roll in the revitalization of Casselberry and we look <br />forward to working with the City to make this happen. <br /> <br />We look forward to hearing your comments on the designation of the site as a <br />Brownfield.
