Motion was seconded by <br />Commissioner Hufford. Motion carried unanimously <br />by voice vote 5 - O. <br /> <br />B. RESOLUTION 07-1752 - CONTRACTUAL AGREEMENT WITH APEC. INC. <br />FOR THE CONSTRUCTION OF THE TRIPLET LAKE DRIVE AND U.S. <br />HIGHWAY 17-92 INTERSECTION IMPROVEMENTS PROJECT <br /> <br />The City Clerk read Resolution 07-1752 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />EXECUTION OF A CONTRACT BETWEEN APEC, INC., AND THE CITY OF <br />CASSELBERRY FOR THE CONSTRUCTION OF THE TRIPLET LAKE DRIVE AND <br />U.S. HIGHWAY 17-92 INTERSECTION IMPROVEMENTS PROJECT; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Staff Report: Mr. Ed Torres, Public Works Director, stated Resolution 07-1752 provides for award of bid <br />to the lowest responsive bidder, APEC, Inc. for the Triplet Lake Drive and U.S. Highway 17-92 Intersection <br />Improvements Project in the amount of $2,887,321.00. Four (4) bids were received. The construction <br />duration to complete this project is estimated to be ten (10) to eleven (II) months. Two elements of the <br />proposed project were not included in the bid package. Those elements were the signalization infrastructure <br />improvements and the decorative street lighting throughout the project corridor. Both elements are planned <br />to be separately contracted and coordinated through Seminole County Government Traffic Engineering and <br />Progress Energy Florida, Inc., respectively. <br /> <br />Budget Impact: Funds to cover the actual project cost of construction, $2,887,32.00 are budgeted and <br />available ($2,000,000.00) in the Capital Improvement Fund - Local Option Gas Tax (LOGT) #109-0710- <br />541.63.43 and ($887,321.00) in the Capital Improvement Fund - Infrastructure Surtax Fund #114-0710- <br />541.63.43. It is anticipated that a budget transfer will be completed in the near future to clearly detail and <br />assign these project monies, per line item, per Capital Improvement Fund. Mr. Mark Glover, Interim <br />Finance Director, came forward at the request of the City Manager, and distributed an inter-office <br />memorandum with attachments dated January 22, 2007 to the City Commission. The subject inter-office <br />memorandum pertained to fund balance analysis for the Triplet Lake Drive and U.S. Highway 17-92 <br />Intersection Improvements Project and vehicle purchases scheduled for consideration later on the agenda. <br />A copy of the subject memorandum with attachments is attached to and made a part ofthese minutes. <br />Mr. Glover explained that after analysis of the Infrastructure Surtax Fund, in order to fund in Fiscal Year <br />
