CITY MANAGER
MEMORANDUM

From:

The Honorable Mayor Goff and City ~sioners

Eugene Miller, Interim City Managz. ~/~

January 16, 2007 2

To:

Date:

Subject:

Resolution 07-1756 - Standard Consultant Agreement with Concepts in
Greenery, Inc. for Professional Continuing Landscaping and Irrigation Design
and Installation Services

Introduction: The Public Works Department issued a Request for Qualifications (RFQ 2006-02) for
Professional Landscaping and Irrigation Design and Installation Services which was advertised in the
Orlando Sentinel on January 15, 2006. The purpose of the RFQ was to select firms that were
qualified to meet City standards and enter into an agreement with up to three (3) of them to bid on
future City projects outlined within the scope of the agreement.

Backl!round: The City received, reviewed and ranked three (3) proposals. One company,
Groundteck of Central Florida, did not meet the City's specifications and was disqualified. The two
remaining proposals, submitted by Concepts in Greenery, Inc., and Southern Landscaping &
Irrigation Systems, Inc., were both responsive, responsible, and adequate for any landscaping and
irrigation project the City may require.

Discussion: Although responses to the RFQ were originally received in March, 2006, the Standard
Consultant Agreements were never presented to the City Commission for execution due to changes in
Public Works personnel. Both firms remain qualified and the Agreement is submitted at this time for
Commission consideration. Public Works Department will benefit from the availability of these
services, as well as other City departments that may use their services where required.

Budl!et Impact: Because the execution of a Standard Consultant Agreement does not obligate the
City financially, there is no impact to the current budget at this time.

Recommendation: The City Manager and Public Works Director have reviewed the Agreement as
presented herein and recommend its approval.

Prepared by: Phyllis Wallace, Special Projects Coordinator

Reviewed by: Ed Torres, P.E., Director of Public Works

Attachments: Resolution 07- 1756
Standard Consultant Agreement - Concepts in Greenery, Inc.

/1- E
