<br />CASSELBERRY CITY COMMISSION <br />Minutes of September 25, 2006 - Regular Meeting <br />Page 3 of 18 <br /> <br />Public Hearing: Mayor Goff announced a public hearing was being conducted to hear and consider <br />comments and questions regarding the City's final millage rate for the coming Fiscal Year 2006-2007. <br />Mayor Goff opened the floor for public participation. No one came forward. Mayor Goff closed the floor <br />for public participation and opened the hearing to consider City Commission comments and questions <br />regarding the millage rate. There was no discussion by the City Commission on the matter. <br /> <br />MOTION: <br /> <br />Commissioner Doerner moved to adopt Resolution 06- <br />1711, establishing the final operating millage rate at <br />5.00 mills for Fiscal Year 2006 - 2007. Motion was <br />seconded by Vice Mayor Hart. Motion carried <br />unanimously 5 - 0 by voice vote. <br /> <br />Mayor Goff announced the City of Casselberry has adopted a property tax rate of 5.00 mills as the fmal <br />millage rate for Fiscal Year 2006 - 2007. This rate is 24.05% greater than the rolled-back rate of 4.03 7 mills. <br /> <br />B. RESOLUTION 06-1712 - FINAL BUDGET FOR FISCAL YEAR 2006 - 2007 <br /> <br />The City Clerk read Resolution 06-1712 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE <br />FINAL BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />COMMENCING OCTOBER I, 2006 AND ENDING ON SEPTEMBER 30, 2007; <br />PROVIDING FOR SEVERABILITY; AND PROVIDING FORAN EFFECTIVE DATE." <br /> <br />Public Hearing Notice: Florida Statutes require the City Commission to provide public notice of, and hold <br />two public hearings in order to achieve total compliance with the Truth in Millage (TRIM) requirements. <br />The document entitled, "Notice of Proposed Property Taxes" served as the first notice of public hearing for <br />the proposed budget and tentative millage rate of the City of Casselberry for Fiscal Year 2006 - 2007. The <br />document was mailed from the Office of the Seminole County Property Appraiser to each property owner <br />within the City on August 18,2006. The legal advertisement for the final millage adoption was published <br />as a display advertisement in the Orlando Sentinel on September 21, 2006 in accordance with the TRIM <br />requirements. <br /> <br />Staff Presentation: Eugene Miller, Interim City Manager, gave a brief overview of the proposed budget. <br />The proposed expenditures in the budget are as follows: General Fund - $24,699,903, Police Education Fund <br />- $32,490, Local Option Gas Tax - $3,103,065, Stormwater Utility - $798,734, Community Redevelopment <br />Agency Trust Fund - $2,237,651, Infrastructure Surtax Fund - $8,022,344, Tree Replacement Fund _ $20,000, <br />Water & Sewer Fund - $11,874,772, and Capital Improvement Fund $5,008,730 for a total of$55,797.689. <br />The proposed budget is based upon gross taxable value of real property value of $1 ,408,530,440. The first <br />public hearing relative to the adoption of the final budget was held on September 11, 2006. <br /> <br />Budget Impact: The Fiscal Year 2007 City of Casselberry budget totals $55,797,689 which is $11,536,937 <br />(26%) over last year's budget. Personnel costs increased $1,354,255 (8%), operating costs increased <br />$1,154,169 (6%), and capital improvement costs increased $9,028,513 (97%). On the revenue side of the <br />
