<br />City Commission Meeting <br />October 13, 1006 <br />Page 6 <br /> <br />Staff Presentation: Resolution 06-1725 authorizes an agreement with Murphy Pipeline Contractors, Inc., <br />(MPC) for the "bursting" of3,200 liner feet of 12" inch asbestos cement force main pipe to 14" polyethylene <br />pipe. The pipe bursting methodology inserts a new plastic pipe of equal or larger diameter into an existing <br />pipeline by bursting open the existing pipe and pulling the new pipe simultaneously. The pipe replacement <br />is due to its age (over thirty years old), physical condition, and need for a larger diameter force main. Three <br />of the City's master lift stations utilize this force main to pump wastewater to the City's Reclamation <br />Facility. This work is necessary before the construction re-alignment project for Winter Park Drive. The <br />cost for this project is $275,000 and is available in the Capital Improvement Fund, North Winter Park Drive <br />Trunk Force Main Replacement (403-0751-536.63-12). <br /> <br />Staff Recommendation: Approval of Resolution 06-1725 as presented. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve Resolution 06-1725, Contract <br />with Murphy Pipeline Contractors, Inc., as presented. Motion was seconded <br />by Commissioner Susan Doerner and carried on a 5 - 0 vote. <br /> <br />C. Resolution 06-1726 - Supporting the Seminole County-wide Referendum to Dedicate Tax Millage <br />for the Acquisition and Development of Recreational Trails and Pedestrian Bridges <br /> <br />The City Clerk read Resolution 06-1726 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY SUPPORTING THE <br />SEMINOLE COUNTY-WIDE REFERENDUM ON THE NOVEMBER 7, 2006 <br />BALLOT TO DEDICATE 0.2 MILLS OF AD VALOREM TAX OVER A TEN-YEAR <br />PERIOD FOR THE ACQUISITION OF ENVIRONMENTALLY SENSITIVE LANDS <br />AND TO ACQUIRE AND DEVELOP RECREATIONAL TRAILS AND <br />PEDESTRIAN BRIDGES; PROVIDING FOR CONFLICTS, SEVERABILITY AND <br />AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Resolution 06-1726 is presented at the request of Chairman Carlton Henley, Seminole <br />County Board of County Comm issioners, forthe City's support of a county-wide referendum to help preserve <br />green space and extend the trails system in Seminole County. The referendum for the November 7,2006 <br />Election proposes to dedicate .2 mills of ad valorem tax over a lO-year period for the acquisition of <br />environmentally sensitive lands and to acquire and develop recreational trails and pedestrian bridges. <br /> <br />Staff Recommendation: Approval of Resolution 06-1726 in support of the Natural Lands and Trails <br />Program referendum. <br /> <br />Audience Input: John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, spoke in opposition to <br />Resolution 06-1725. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve Resolution 06-1726, <br />Supporting Trails Referendum, as presented. Motion was seconded by <br />Commissioner Colleen S. Hufford and carried on a 5 - 0 vote. <br />
