Resolution 06-167 I - Purchasing Policy and Procedures Manual <br /> <br />The City Clerk read Resolution 06- I 67 I by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, REPEALING <br />RESOLUTIONS 649, 684 AND 97-1072; CREATING AND IMPLEMENTING A <br />PURCHASING POLICY AND PROCEDURES MANUAL; PROVIDING FOR <br />EXCLUSION, TRANSITION, CONFLICTS, SEVERABILITY AND EFFECTIVE <br />DATE." <br /> <br />Staff Presentation: Resolution 06- J 671 revises the current Purchasing Manual, which has not been updated <br />for ten (10) years. The Manual will dictate policy and procedures for City staff and vendors. The intent of <br />the revision ofthe Manual is to streamline the purchasing policy and reduce costs associated with public bids <br />and to increase the purchasing limits. <br /> <br />Staff Recommendation: Approval of Resolution 06-1671 as presented. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve Resolution 06-1671, <br />Purchasing Policy and Procedures Mannal, as presented. Motion was <br />seconded by Commissioner Colleen S. Hufford and carried on a 5 - 0 vote. <br /> <br />C. Resolution 06-1672(B) - First Amendment to the Contract for Sale and purchase Between the City <br />of Casselberry and Unicorp National Developments <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING <br />THE MAYOR TO EXECUTE THE FIRST AMENDMENT TO THE CONTRACT <br />FOR SALE AND PURCHASE, BETWEEN THE CITY AND UNICORP NATIONAL <br />DEVELOPMENTS, INC.; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br /> <br />Staff Presentation: Resolution 06- I 672(B) authorizes a forty-five (45) day extension to the contract, dated <br />February 27, 2006, for sale and purchase of property located on U.S. Highway 17-92 and Triplet Lake Drive <br />across from City Hall, between the City of Casselberry, the Casselberry CRA and Unicorp National <br />Development, Inc. This resolution also revises the legal description to the property in accordance with the <br />title commitments to address issues with easements. The legal description is attached to Resolution 06- <br />1672(B) as Attachment "A". <br /> <br />Mr. Tim Keen ofUnicorp stated that the request for extension of the inspection period was to complete the <br />geotechnical asssessment for the property. <br /> <br />Staff Recommendation: Approve Resolution 06-1672(B), 45-day extension to the contract. <br /> <br />Audience Inpnt: John Casselberry, 700 S. Lost Lake Lane, Casselberry, addressed the Commission. <br />
