First Reading of Ordinance 06-1179 - Municipal Impact Fee Study <br /> <br />The City Clerk read Ordinance 06-1179 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, SEMINOLE COUNTY, FLORIDA AMENDING PART II, CITY <br />CODE OF ORDINANCES, CREATING CHAPTER 55, MUNICIPAL SERVICE <br />IMPACT FEES, TO ESTABLISH MUNICIPAL SERVICES IMPACT FEES; <br />PROVIDING FOR THE IMPOSITION OF MUNICIPAL SERVICE IMPACT FEES <br />ON LAND DEVELOPED IN THE CITY OF CASSELBERRY FOR THE <br />PROVISION OF MUNICIPAL SERVICES CAPITAL FACILITIES RELATED TO <br />POLICE AND FIRE RESCUE SERVICES NECESSITATED BY NEW <br />DEVELOPMENT; PROVIDING FOR SHORT TITLE; PROVIDING FOR <br />FINDINGS, PURPOSE AND INTENT; PROVIDING FOR DEFINITIONS; <br />PROVIDING FOR IMPLEMENTING REGULATIONS FOR MUNICIPAL <br />SERVICES IMP ACT FEES; PROVIDING FOR SEVERABILITY, CODIFICATION, <br />CONFLICTS AND AN EFFECTIVE DATE." <br /> <br />Le!!al Advertisement: Ordinance 06-1179 was advertised in the Orlando Sentinel on Sunday, February 5, <br />2006. <br /> <br />Staff Presentation: Ordinance 06-1179 is the result of a Municipal Impact Fee Study that was conducted <br />by Public Resources Management Group, Inc. This study was commissioned to ensure that the City fees <br />charged for various new developments in accord with applicable State Statutes. The proposed impact fees <br />per single, multi-family, mobile home unit for Police Service is $264. The proposed fees for Fire Service <br />is $179. The ordinance also provides for a yearly increment cost or an implied interest cost from year 2006- <br />2015. The ordinance was unanimously approved by the Planning and Zoning Commission on January 23, <br />2006. <br /> <br />Staff Recommendation: Approval of Ordinance 06-1179 on first reading. <br /> <br />Audience Input: Mr. Murray Hamilton of Public Resource Management Group, Inc. was present and <br />responded to questions from the Commission regarding the Study. <br /> <br />Commissioner Cook requested an updated list, before the second reading of Ordinance 06-1179, of all the <br />City impact fees that will be charged to new developments and redevelopments. <br />
