PRIVILEGED MOTIONS - privileged motions take precedence over the main motion under consideration. Usually, some issue of urgency applies. Privileged motions include: A. Adjournment B. Recess C. Question of personal privilege (to be excused) 4. INCIDENTAL MOTIONS - incidental motions may not relate directly to an issue before the Board, but may relate to the conduct or procedures relating to the meeting. Incidental motions may include: A. Appeal from a decision of the Chair (asking the Board to vote on a procedural action or ruling rendered by the Mayor) B. Suspend the rules (request to take an action that otherwise would be prevented by a procedural rule or policy already adopted). C. Consider informally (allow discussion without the intent of action) D. Point of order (which can be raised at any time to call everyone's attention to a violation of the rules, an omission, a mistake or an error in procedure, and to secure a ruling from the Mayor on the question raised and enforcement of the rules, subject to appeal after the Mayor's ruling.) E. Parliamentary inquiry (to enable a Commissioner (a) to ask the parliamentarian a question relating to procedure in connection with the pending motion or with a motion the Commissioner may wish to bring before the Board immediately, or for information on the meaning or effect of the pending question; or (b) to ask the speaker or the Commissioner proposing a motion a question about the pending motion). F. Withdrawal of a motion (enables the Commissioner that has proposed a motion to remove it from consideration by the Board.) G. Division of a question (to divide a motion that is composed of two or more independent parts into individual motions that may be considered and voted upon separately.) H. Roll call vote (to verify an indecisive voice vote by requiring that the clerk of the Board call for and report the vote on an item before the Board.)
