City Commission Joint Meeting with Planning & Zoning Commission and CRA Members September 24, 2003 Page 2 Mayor Pronovost called the meeting to order at 7:40 p.m. and introduced Mr. Luis Diaz, P.E. with the firm of Post Buckley Schuh & Jernigan (PBS&J) and Deputy Project Manager for the State Road 436 and 17-92 intersection improvements. Mr. Diaz gave a presentation regarding the alternatives considered for the intersection improvements. They are as follows: I) No Build - No Cost 2) Single Point Urban Interchange - U.S. 17-92 over S.R. 436 . Alternative #1 - Center Alignment - Estimated Project Cost of$52,055,000 Alternative #2 - Left Alignment - Estimated Project Cost of $66,300,000 Alternative #3 - Right Alignment - Estimated Project Cost of $52, 171 ,000 3) Viaduct- U.S. 17-92 over S.R. 436 Center - Estimated Project Cost of $94,502,000 Commissioners Al Clark and Susan Doerner favored the left alignment alternative. Commissioner Hart favored a no-build scenario in written comments dated September 24,2003; copy is attached to and made a part of these minutes. Commissioner Cook asked if a shorter version of the viaduct alternative could possibly be considered. Mr. Diaz said this alternative was not considered because of the cost and a shorter version was not viable because of cost. The consensus of the members of the Planning and Zoning Commission and the Community Redevelopment Agency on a straw vote favored the left alignment, Alternative #2. MOTION: Moved by Commissioner AI Clark that a recommendation preferring the left alignment, alternative #2 by the City Commission, be forwarded to the Seminole County Board of County Commissioners. The motion was seconded by Commissioner Susan Doerner and carried on a 3 - 1 roll call vote. Commissioner Kathy Cook dissenting. Commissioner Linda Hart absent. A public hearing regarding the realignment alternatives will be held October 30,2003 at 6:30 p.m., in the Casselberry City Hall Commission Chambers.
