These
procurement and contracting requirements are mostly based in the qualifications of the
consultant. However, once qualified consultants are selected, the CCNA do not offer
further selection criteria when there are more than one consultant under continuing
contract.

The subject resolution imposes additional selection criteria that allows the completion of
projects in the most efficient and economical manner possible. The criteria established
under this ordinance is similar to the criteria currently utilized by the City of Ormond
Beach obtained by our City Attorney.

The enclosed resolution has been reviewed by the Public Works Department, the
Purchasing Agent, and the City Attorney. The resolution was found to insure 1)
impartiality when a choice must be made among consultants and 2) efficiency when
completing a City project.

Therefore, it is my recommendation that Resolution No. 97-1071 be presented to the City
Commission at the November 17, 1997 Commission Meeting for their review and
approval.

Should you have any questions or need any further information, please contact me.

Pc: Continuing Geotechnical Engineering Services File

1
