<br />ii. Institutionalize the use of the Incident Command System (ICS) <br />throughout all Departments playing a role in <br />emergency/disaster response. <br /> <br />iii. Establish a NIMS baseline by determining which NIMS <br />requirements are already meet: Complete a NIMCAST (NIMS <br />Capabilities Assessment) Self-Assessment (On-line) <br /> <br />iv. Establish a timeframe and develop a strategy for full NIMS <br />implementation: Develop a strategy which, when <br />implemented, will provide full NIMS compliance and <br />implementation by FY2007 <br /> <br />v. Complete NIMS Awareness Course: "National Incident <br />Management System (NIMS), An Introduction" (IS 700). <br />Employees who play any role in emergency/disaster response <br />will complete this base-line training. <br /> <br />2) Additional Requirements (Before October 1, 2006) <br /> <br />a. The following four phases explain the approach to meet the <br />immediate and additional requirements for full NIMS implementation <br />by October 1,2006. <br /> <br />i. Phase 1: Initial staff training, which will include completion of <br />FEMA's Emergency Management Institute independent study <br />course on the NIMS, EMIIS-700. All supervisors with <br />responsibility over operational assets will be accountable for <br />ensuring that all employees with an emergency/disaster <br />responsibility are fully trained in the NIMS. <br /> <br />ii. Phase 2: Includes identification and evaluation of existing <br />plans, policies, and procedures to identify aspects in need of <br />augmentation for NIMS compliance. In particular, <br />City/Departmental Emergency Operations Plans (EOPs) must <br />be evaluated for NIMS incorporation. <br /> <br />iii. Phase 3: Modification of existing plans, procedures, and <br />policies to reflect NIMS adoption. This includes modification <br />of any emergency response plans in support of the National <br />Response Plan and any internal emergency plans such as <br />Continuity of Operations Plan. <br /> <br />¡v. Phase 4: Verify achievement of the NIMS Integration Center's <br />standards, including certification and credentialing of <br />employees (further guidance on both forthcoming from the <br /> <br />9 <br />
