<br />r <br /> <br /> <br />edD-r'ities- <br /> <br />The Florida League of Cities will support legislation <br />that: I) ensures that local government <br />transportation planning, funding sources, and local <br />comprehensive plans are not adversely impacted <br />by revised state transportation planning, funding, <br />and selection programs or criteria; and 2) <br />maintains or expands existing transportation <br />planning, design, and construction funding sources. <br /> <br />The Florida League of Cities will support legislation <br />that preserves the Home Rule powers of <br />municipalities to create and effectively use <br />Community Redevelopment Agencies (CRAs) to <br />redevelop and revitalize their urban areas, including <br />the use of tax increment financing. Furthermore, <br />the League supports local control and disposition <br />of any disputes between local governments over <br />CRAs and their financing. <br /> <br />Horne Rule <br /> <br />300 <br /> <br />The Florida League of Cities believes the essence <br />of Home Rule is simple: the citizens of a munici- <br />pality have the constitutional right to manage and <br />fund their own affairs with minimum interference <br />from the state and other governmental agencies. <br />Home Rule provides for local issues to be ad- <br />dressed by locally elected officials, allowing the <br />state to concentrate on pressing state affairs. <br />Home Rule asserts that a municipality is free to <br />perform functions and provide services in a man- <br />ner best suited to meet the needs of its citizens. <br />Home Rule implies intrusion by the state and <br />other governmental agencies into the affairs of <br />municipal government shall be limited to only <br />those issues that affect the essential welfare of <br />the entire state. Home Rule requires that a mu- <br />nicipality be free to adopt and amend its charter <br />without intrusion, interference or oversight by <br />other governmental entities. <br /> <br />~ <br /> <br /> <br />: The Florida League of Cities will support legislation that: <br /> <br />: 300.1 Enhances the ability of municipalities to manage <br />their local affairs in accordance with the wishes <br />of their citizens. <br /> <br />: 300.2 Maintains municipal authority over local zoning <br />and land use matters. <br /> <br />. 300.3 Permits municipalities to determine the zoning <br />and building requirements on manufactured, mo- <br />bile and modular homes placed within their <br />boundaries. <br /> <br />: 300.4 Restores local authority in the procurement of <br />professional services. <br /> <br />. 300.5 Exempts municipal facilities, activities and pro- <br />grams from state licensing requirements. <br /> <br />: 300.6 Preserves the authority of municipalities to cre- <br />ate and manage enterprise zones to provide ser- <br />vices to their citizens. <br /> <br />7 <br />
