<br /> <br />Priority <br /> <br />The Florida League of Cities will support <br />legislation that prioritizes state and local <br />infrastructure funding in a manner that enhances <br />municipal autonomy and flexibility, and which <br />includes one or more of the following <br />components: <br /> <br />~ Establishes a process for an individual <br />municipality or a group of municipalities <br />to levy a portion of the local government <br />infrastructure surtax within their <br />jurisdictions to fund infrastructure <br />improvements. <br />~ Eliminates the bonding restrictions on the <br />Municipal Revenue Sharing Program. <br />~ Increases the state funding match and <br />enhances the federal revolving loan <br />program for water related infrastructure <br />improvements. <br />~ Provides an 'additional funding mechanism <br />for regional public transportation projects. <br /> <br />Growth Management <br />Funding <br /> <br />200 <br /> <br />The structure of Florida's state revenue sharing <br />programs and local option revenues does not . <br />provide sufficient revenue flexibility for: 200.3 <br />municipalities to meet local infrastructure needs <br />and state growth management requirements. This <br />problem is further exacerbated by a tax structure . <br />that subsidizes urban sprawl and discourages . 200.4 <br />development or redevelopment in urban areas. <br />Presently, most infrastructure funding mechanisms <br />are controlled at the state and county level, . <br />.200.5 <br />restricting the ability of Florida's municipalities to <br />properly plan for growth and to provide needed <br />infrastructure. <br /> <br />Infrastructure <br /> <br />The Florida League of Cities will support legislation, as <br />part of a comprehensive infrastructure funding package. <br />that addresses one or more of the following: <br /> <br />200.1 <br /> <br />Establishes a process for an individual municipality . <br />or a group of municipalities to levy a portion of . <br /> <br />4 <br /> <br /> <br />the existing local government infrastructure surtax <br />within their jurisdictions to fund infrastructure <br /> <br />improvements. <br /> <br />. 200.2 Eliminates the bonding restrictions <br />Municipal Revenue Sharing Program. <br /> <br />on the <br /> <br />Increases the state funding match and enhances <br />the federal revolving loan program for water <br />related infrastructure improvements. <br /> <br />Consolidates state revenue sharing programs and <br />establishes a more equitable distribution formula <br />for them. <br /> <br />Consolidates local option sales taxes into three <br />options: county, municipal and school board local <br />option sales tax. <br /> <br />: 200.6 Establishes a more equitable distribution <br />methodology for the Half-Cent Sales Tax Program. <br /> <br />: 200.7 <br /> <br />Establishes a more equitable default distribution <br />methodology for the Local Option Infrastructure <br />Su rtax. <br />
