<br />CASSELBERRY CITY COMMISSION <br />Minutes of July 25, 2005 - Regular Meeting <br />Page 14 of 22 <br /> <br />Legal Advertising: The notice of public hearing relative to Resolution 05-1595 was published in the <br />Orlando Sentinel on July 3, 2005. Notice of the public hearing was also mailed to all 115 property owners <br />on July 1, 2005 based on a list provided by the Seminole County Property Appraiser's Office dated June 8, <br />2005. <br /> <br />Staff Preseutation: Mr. Wells stated Resolution 05-1595 is the Initial Related Service Assessment to <br />provide related services, provides an anticipated annual cost that includes a reserve amount, apportions the <br />assessment to properties based on the benefits received, provides the methodology for development of an <br />assessment roll and the affiliated assessments, establishes a public hearing for final approval and provides <br />guidelines for notification ofthe public hearing. The delineated assessment area is the existing "Summerset <br />North Assessment Area. This is an annual assessment based on the lifetime of the wall and prepayment <br />options are not provided. The Final Approvement Assessment Resolution is scheduled fOf a public hearing <br />on August 22, 2005. Staff recommended approval of Resolution 05-1595. <br /> <br />Public Hearing: Two (2) audience comment feqUeSt forms were feceived fOf Resolution 05-1595. <br /> <br />1) Karime Luna, 94 Mark David Court, voiced concerns regarding maintenance <br />responsibilities and who will be responsible to pay forthe wall's replacement when it is torn <br />down for the Red Bug Lake Road flyover project. Mr. Wells clarified that the County will <br />be required to replace the wall with a similar wall if it is removed for the flyover. <br /> <br />2) Phyllis Sheppard, 580 South Triplet Lake Drive, spoke in favor of Resolution 05-1595 <br />and stated the wall was an asset to the entire community. <br /> <br />No one else came forward. Mayor Goff closed the public hearing. <br /> <br />MOTION: <br /> <br />Commissioner Doerner moved to approve Resolution <br />05-1595 as presented. Motion was seconded by <br />Commissioner Hufford. Motion carried unanimously <br />by voice vote. <br /> <br />D. RESOLUTION 05-1596 - THIRD QUARTER BUDGET AMENDMENT <br /> <br />The City Clerk read Resolution 05-1596 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />ANNUAL OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE <br />FISCAL YEAR BEGlNNlNG OCTOBER 1, 2004 AND ENDING SEPTEMBER 30,2005; <br />PROVIDING FOR AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Dreier stated Resolution 05-1596 summarizes budgetary changes previously <br />approved by the City Commission for the third quarter of Fiscal Year 2004/2005. Staff recommended <br />approval of Resolution 05-1596 as presented. <br />
