<br />SECTION 2.03. NOTICE BY MAIL. Upon completion of the Related Service Assessment Roll, <br /> <br />the City Manager shall, at the time and in the manner specified in Section 3.05 of the Ordinance, provide <br /> <br />first class mailed notice of the public hearing authorized by Section 2.01 hereof to each property owner <br /> <br />proposed to be assessed at the address indicated on the Tax Roll. Such notice shall be in substantially the <br /> <br />form attached hereto as Appendix C. <br /> <br />ARTICLE '" <br /> <br />ASSESSMENTS <br /> <br />SECTION 3.01. DESCRIPTION OF PROPOSED ASSESSMENT AREA. The proposed Related <br /> <br />Service Assessment is to be applied in the same area as the Summerset North Improvement Assessment, <br /> <br />imposed in Resolution 04-1517, hereafter referred to as the "Summerset North Assessment Area' and <br /> <br />includes the property iocated within the Summerset North Subdivision, as more specifically identified in <br />Appendix A, attached hereto. The Related Service Assessment is proposed for providing the costs for the <br /> <br />operation and maintenance of the Summerset North Subdivision Wall. <br /> <br />SECTION 3.02. ASSIGNMENT OF BENEFIT UNITS. To reflect the relative amount of special <br /> <br />benefit to be derived from the construction and maintenance of the Summerset North Subdivision Wall, the <br /> <br />number of Benefit Units attributable to each Platted Lot in a Tax Parcel within the Summerset North <br /> <br />Assessment Area shall be determined in the manner set forth in this Section 3.02. <br /> <br />(A) SUBDIVISION ENHANCEMENT. The City Commission hereby finds and determines that <br /> <br />all Platted Lots within the Summerset North Assessment Area wìll derive a substantially equivalent special <br /> <br />benefit from the aesthetic and subdivision identity provided by construction of the Summerset North <br /> <br />Subdivision Wall, as described in Resolution No. 04-1511, Initial Improvement Assessment Resolution, <br /> <br />adopted August 9, 2004. Accordingly, 1.0 Benefit Unit will be assigned to each Platted Lot in the <br />Summerset North Assessment Area. <br /> <br />(B) NOISE AND GLARE ABATEMENT. The City Commission hereby finds and determines <br /> <br />that in addition to the aesthetic and subdivision identity benefits described in Resolution No. 04-1511, Initial <br /> <br />Resolution No. 05-1595 <br />Page 8 of 16 <br />
