<br />"Final Resolution": the resolution described in Section 4.06 of the Ordinance which shall confirm, <br />modify or repeal this Resolution and which shall be the final proceeding for the imposition of the Related <br />Services Assessments for the Summerset North Assessment Area. <br />"Fiscal Year": the period commencing on October 1 of each year and continuing through the next <br />succeeding September 30, or such other period as may be prescribed by law as the fiscal year for the City. <br />"Operating Cost": expenses that are properly attributable to Related Services, for which special <br />assessments may be imposed pursuant to the Ordinance. <br />"Ordinance": Ordinance No. 04-1137, the Local Improvement and Related Service Assessment <br />Ordinance. <br />"Platted Lot": a single-family residential building lot located in the Summerset North Special <br />Assessment Area that is described on a map or plat recorded in the Seminole County Official Records. <br />"Property Appraiser": the Seminole County Property Appraiser. <br />"Related Service": the operation and maintenance of a Local Improvement. <br />"Related Service Amount": the amount computed Pursuant to Section 4.04(A) hereof. <br />"Related Service Assessment": means an annual special assessment imposed against property <br />located within the Summerset North Assessment Area to fund the related service costs of the Summerset <br />North Subdivision Wall, and related expenses, computed in the manner described in Section 4.04 hereof. <br />"Related Services Assessment Collection Cost": the estimated cost to be incurred by the City <br />during any Fiscal Year in connection with the collection of Related Service Assessments. <br />"Related Service Costs": all expenses that are properly attributable to maintenance of the Local <br />Improvement (excluding amounts paid or reimbursed by FDOT) under generally accepted accounting <br />principles, including, without limiting the generality of the foregoing, reimbursement to the City for any <br />moneys advanced for Related Service, and interest on any interfund loan for such purposes. Related <br />Service Cost can also include, but not be limited to: (A) the cost of physical construction, reconstruction or <br />completion of any required facility or improvement; (B) the costs incurred in any required acquisition or <br />purchase; (C) the cost of all labor, materials, machinery, and equipment; (D) the cost of fuel, parts, supplies, <br />maintenance, repairs, and utilities; (E) the cost of computer services, data processing, and communications; <br />(F) the cost of all lands and interest therein, leases, property rights, easements, and franchises of any <br />nature whatsoever; (G) the cost of any indemnity or surety bonds and premiums for insurance; (H) the cost <br />of salaries, volunteer pay, workers' compensation insurance, or other employment benefits; (I) the cost of <br />uniforms, training, travel, and per diem; (J) the cost of construction plans and specifications, surveys and <br />estimates of costs; (K) the cost of engineering, financial, legal and other professional services; (L) the cost <br />of compliance with any contracts or agreements entered into by the City relating to the provisions of said <br /> <br />Resolution No. 05-1595 <br />Page 4 of 16 <br />
