The proposed <br />changes also include establishment of base and gallonage charges for tiered, water conservation rates as <br />well as connection and benefit fees, deposit amounts, turn-on/turn-off fees, vandalism charges, fire line <br />and hydrant fees, and rates for intergovernmental wholesale customers. A copy of the PowerPoint <br />presentation is attached to and made a part of these minutes. Mr. Thomas also distributed draft <br />copies ofPRMG's Water, Wastewater, and Reclaimed Water Rate Study dated June 27, 2005 to the City <br />Commission. Staff recommended approval of Ordinance 05-1168 on first reading. <br /> <br />Audience Participation: No audience comment request forms were received for this item. <br /> <br />MOTION: <br /> <br />Commissioner Doerner moved to approve Ordinance 05-1168 on first <br />reading as presented. Motion was seconded by Vice Mayor Hart. Motion <br />carried 4 - 1 (Commissioner Cook dissenting) by voice vote. <br /> <br />Public Hearing Date: The public hearing for Ordinance 05-1168 is scheduled for July 25, 2005. <br /> <br />C. FIRST READING OF ORDINANCE 05-1166 - ANNEXATION OF CENTURY <br />REALTY FUNDS PROPERTY ON U.S. HIGHWAY 17-92 <br /> <br />The City Clerk read Ordinance 05-1166 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO ANNEXATION; <br />MAKING FINDINGS; ANNEXING TO AND INCLUDING WITHIN THE CORPORATE LIMITS OF <br />THE CITY OF CASSELBERRY, FLORIDA, CERTAIN LANDS LOCATED IN SECTION 8, <br />TOWNSHIP 21S, RANGE 30E; REDEFINING THE CORPORATE LIMITS OF THE CITY OF <br />CASSELBERRY, FLORIDA; PROVIDING FOR THE INTERIM PROVISION OF LAND <br />DEVELOPMENT REGULATIONS; PROVIDING THAT CERTAIN COUNTY LICENSEES <br />FOLLOWING THEIR BUSINESS, TRADE OR PROFESSION WITHIN THE LANDS TO BE <br />ANNEXED MAY CONTINUE TO FOLLOW SUCH BUSINESS, TRADE, OR PROFESSION <br />THROUGHOUT THE ENTIRE CORPORATE LIMITS WITHOUT THE NECESSITY OF FURTHER <br />QUALIFICATION THEREFORE; PROVIDING THAT EFFECTIVE IN ACCORDANCE WITH LAW, <br />THE LANDS TO BE ANNEXED SHALL BE ASSESSED FOR PAYMENT OF MUNICIPAL AD <br />VALOREM TAXES; DIRECTING THE CITY CLERK TO FILE CERTIFIED COPIES OF THE <br />ORDINANCE WITH THE CLERK OF COURT AND THE SECRETARY OF STATE OF THE STATE <br />OF FLORIDA; AND PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Wells stated Ordinance 05-1166 provides for annexation of a parcel of land <br />located on the west side of U.S. Highway 17-92, approximately 350 feet south of the Plumosa <br />Avenue/U.S. Highway 17-92 intersection. The subject property is adjacent to city limits, will not create <br />an enclave and generally meets the statutory criteria for annexation as established in Chapter 171, Florida <br />Statutes. Staff recommended approval of Ordinance 04-1166 on first reading. <br /> <br />Audience Participation: No audience comment request forms were received for this item. <br /> <br />MOTION: <br /> <br />Commissioner Hufford moved to approve Ordinance 05-1166 on first <br />reading as presented.
