City Commission Meeting
June 13, 2005
Page 16

I. Purchase of the Moretti Prooertv - Concord Ventures. LLC

Mr. Segreto recommended the Commission execute contract for property from Richard Moretti, Concord
Ventures, LLC, on U.S. Highway 17-92 and Concord as negotiated by the City Attorney. The purchase price
for property in the amount of $2.25 million. The City Attorney stated that if the transaction is not
consummated at this juncture, the contract will be null in void and the property would revert back to the
Adult Entertainment use after 90 days.

Mr. Moretti was present and spoke to the City Commission regarding the favorable purchase of his property.

Commission Discussion:

Commissioner Doerner supported the purchase of the property to insure economic redevelopment in the CRA
District and eliminate the possibility of Adult Entertainment use in the area.

Commissioner Hufford spoke in support of the purchase as a very positive opportunity for economic
redevelopment, a good sound business decision that would control adult entertainment uses and opposition
to this move forward with this purchase supported adult entertainment.

Commissioner Hart spoke in favor of the purchase and was a great opportunity for the City of Casselberry
to curb the adult entertainment use of the property.

Commissioner Cook spoke in opposition to the purchase and spending of $2.25 million dollars without an
appraisal. She stated she was against adult entertainment but could not support spending tax dollars for the
purchase.

Mayor Goff spoke in opposition to spending $2.25 million dollars because of the budget constraints and the
unanswered questions with Unicorp regarding the City Center property and the timing was not right at this
juncture.

MOTION:

Moved by Commissioner Susan Doerner to approve the purchase of the
Moretti Property on U.S. Highway 17-92 and Concord subject to the City
Attorney approval. The motion was seconded by Commissioner Colleen
Hufford and carried on a 3 - 2 vote. (Commissioner Cook and Mayor Goff
dissenting).

XI, Commission Reoorts/Reauests

Commissioner Doerner requested the Commission reconsider moving the Citizens Comments to the
beginning of the Agenda. Consensus of Commission was to move Citizens Comments to the beginning of
the Agenda for Non Agenda Items.

Commissioner Cook stated that she had received complaints regarding recycling pick ups after holidays. Mr.
Segreto stated that he would be meeting with the Garbage Contractor regarding the service.
