<br />City Commission Meeting <br />June 13, 2005 <br />Page 14 <br /> <br />Board Appointments <br />Police Officers' & Firefi!!hters' Pension Board of Trustees <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve the appointment of Police <br />Chief John Pavlis as the fifth member of the Police Officer's and Firefighters' <br />Pension Board of Trustees. The motion was seconded by Commissioner <br />Colleen Hufford and carried unanimously by voice vote. (5 - 0) <br /> <br />H. Bud!!et Discussion. Options and Policv Direction <br /> <br />Mr. Segreto presented some background information regarding the preparation of the 2005/2006 Fiscal Year <br />Budget. The General Fund has a deficiency of$l ,975,495 (excess expense over revenues). In the past, fund <br />balance was used to balance the budget and in the last two years over $2, I 00,000 was used. The proposed <br />budget will not support using the fund balance at the levels utilized in the past. The information circulated <br />was as follows: <br /> <br />· Property Tax Information <br />· Projected Fund Balance of September 30, 2005 <br />· History of Fund Balance <br />· Proposed Utility Rate Increase from 4.% to 6.7% to increase General Fund by an additional <br />$500,000 <br />· Reduction of Personnel to Cover Deficiency <br />· Budget Recap of Remedies to Reduce Deficiency in General Fund <br /> <br />Audience Innut: <br /> <br />1) Peter Monaco, 921 North Triplet Lake Drive, Casselberry, Florida, strongly recommended the <br />Commission not eliminate the Animal Control Division from the budget. <br /> <br />The City Manager recommended the following remedies to the Budget for resolution of the deficiency: <br /> <br />I) Purchase new Ladder Truck for the Fire Department using Progress Energy payments for the next <br />two years in lieu of FEMA Grant; postpone filling the nine new positions. A savings of$363,232. <br /> <br />2) Increase Ad Valorem Taxes y, Mill. A gain of$514,500 <br /> <br />3) Increase Rate of Return on Utility Transfer to General Fund, which will result in a utility rate <br />Increase from 4.6% to 6.7%. A gain of $500,000. <br /> <br />4) Eliminate Animal Control and consolidate service with Seminole County. A savings of$162,298. <br /> <br />5) One Time Transfer of $400,00 from Storm water Utility Fund to replenish Hurricane Reserve. <br />
