is approved, the Board shall then vote on the original motion that was the subject
of debate.

APPEAL OF A PROCEDURAL DECISION OF THE MAYOR

1. Purpose is to disagree with a procedural ruling of the Mayor and allow the
Commission to decide the disagreement by taking a vote.
2. The motion to appeal requires a second, and must be made at the time the ruling
was made by the Mayor.
3. The motion is debatable by the Commission.
4. The question to be decided is whether to sustain the mayor's ruling. A majority or
tie vote sustains the decision of the Mayor.

MAYOR'S (AS PRESIDING OFFICER) ROLE DURING DEBATE

1. The Mayor has the responsibility of keeping the discussion on point with the
subject being considered remaining mindful of time afforded the discussion.
2. The Mayor shall maintain order during the discussion assuring that each member
of the Commission is allotted appropriate opportunity for input and rebuttal and
that interruption of the speakers does not occur.
3. At the appropriate time after the debate concludes, the Mayor may attempt to
summarize the motion before the Board and seek clarification from
Commissioners if any issues related to the discussion remain in doubt.
4. When it appears that all Commissioners that wish to speak have done so, the
Mayor may inquire ifthere is a desire for further discussion. If so, the discussion
may continue. If not, the question is put to a vote.

METHODS OF VOTING
1. Voice vote (commissioners respond with a yes vote to a request from the mayor as
to those in favor of a particular motion under consideration.)
2. Roll Call (when required or requested, the city clerk will call the roll of
commissioners present seeking a yes or no response to the motion under
consideration.)
3. ALL votes are binding during a meeting, unless the issue is offered for
reconsideration by a Commissioner voting with the majority on a motion
previously voted upon at the same meeting or the next meeting ofthe Commission.

ROLE OF OFFICERS

1. MAYOR as presiding officer has the duty to maintain order, keep the meeting on
agenda as much as possible, and recognize Commissioners, staff and the public at
appropriate times. If participating in the debate of an item before the Commission,
ensure that as the presiding officer, he/she follows the same policies and
procedures as applied to the other Commissioners on the Board.
2.
