<br />A. Postpone temporarily (table) further consideration <br />B. Close the debate (end discussion for a vote on the issue) <br />C. Limit or extend debate (end or continue discussion) <br />D. Postpone to a certain time (reschedule the issue) <br />E. Refer for further study (direct staff to provided specific information) <br />F. Amend (provide for changes to the original motion) <br /> <br />3. PRIVILEGED MOTIONS ~ privileged motions take precedence over the main <br />motion under consideration. Usually, some issue of urgency applies. Privileged <br />motions include: <br />A. Adjournment <br />B. Recess <br />C. Question of personal privilege (to be excused) <br /> <br />4. INCIDENTAL MOTIONS - incidental motions may not relate directly to an issue <br />before the Board, but may relate to the conduct or procedures relating to the <br />meeting. Incidental motions may include: <br />A. Appeal from a decision of the Chair (asking the Board to vote on a <br />procedural action or ruling rendered by the Mayor) <br />B. Suspend the rules (request to take an action that otherwise would be <br />prevented by a procedural rule or policy already adopted). <br />C. Consider informally (allow discussion without the intent of action) <br />D. Point of order (which can be raised at any time to call everyone's attention <br />to a violation of the rules, an omission, a mistake or an error in procedure, <br />and to secure a ruling from the Mayor on the question raised and <br />enforcement of the rules, subject to appeal after the Mayor's ruling.) <br />E. Parliamentary inquiry (to enable a Commissioner (a) to ask the <br />parliamentarian a question relating to procedure in connection with the <br />pending motion or with a motion the Commissioner may wish to bring <br />before the Board immediately, or for information on the meaning or effect <br />of the pending question; or (b) to ask the speaker or the Commissioner <br />proposing a motion a question about the pending motion). <br />F. Withdrawal of a motion (enables the Commissioner that has proposed a <br />motion to remove it from consideration by the Board.) <br />G. Division ofa question (to divide a motion that is composed of two or more <br />independent parts into individual motions that may be considered and <br />voted upon separately.) <br />H. Roll call vote (to verify an indecisive voice vote by requiring that the clerk <br />of the Board call for and report the vote on an item before the Board.) <br /> <br />DISCUSSION AND DEBATE <br /> <br />A prime purpose of deliberative boards is to secure the collective judgment of the group <br />on proposals submitted to it for a decision. The right of each Commissioner to participate <br />in the discussion on each matter of business before the board is a fundamental principle of <br /> <br />2 <br />
