R~SOLUTION 05-1557 "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, REVISING THE SPECIAL INVOICE REPORT POLICY; DEFINING THE APPROVAL PROCESS AND ESTABLISHING NEW GUIDELINES FOR PRESENTING INVOICES FOR APPROVAL; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." WHEREAS, the City adopts a balanced budget by resolution each fiscal year and such budget authorizes and appropriates funds for proper expenditure by department of the City of Casselberry, Florida, subject to all appropriate and relevant City regulations; and WHEREAS, the City Commission wishes to amend the approval process to streamline and clarify the procedure used in submitting invoices on the Special Invoice Report. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA AS FOLLOWS: SECTION I. The City Commission will continue to approve all invoices for legal services. SECTION II. The City Commission will approve initial contracts for projects and Awards of Bids. SECTION III. Change Orders or final payment on a project in excess of five (5%) of the total project will be submitted to the Commission on the Special Invoice report for approval. SECTION IV. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are hereby repealed. SECTION V. Severabilitv. ¡fany Section or portion of a Section of this Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other Section or part of this Resolution.
