INCLUDING AUTHORIZATION OF A SALE OF SAID <br />NOTE PURSUANT TO SECTION 218.385, FLORIDA STATUTES, AND THE <br />AWARD OF THE NOTE PURSUANT TO THE COMMITMENT OF SUNTRUST <br />BANK; DESIGNATING THE NOTE AS A QUALIFIED TAX EXEMPT <br />OBLIGATION PURSUANT TO SECTION 265(B)(3) OF THE INTERNAL <br />REVENUE CODE AND PROVIDING AN EFFECTIVE DATE." <br /> <br />Staff Presentation: Mr. Clifton stated that the assessment was pursued as a separate note so it would be <br />clear. Mr. Dreier stated the note was a ten (10) year note. The funds will be used for the construction of <br />the Summerset Wall. Included in the loan proceeds are the legal fees for Stenstrom, Mcintosh $1,000 and <br />Greenburg, Taurig, P.A., $4,000. There are 11 property owners that have prepaid their assessments. <br /> <br />Staff Recommendation: Approve Resolution 04-] 532. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner AI Clark to approve Resolntion 04-1532, <br />Sun Trnst closing docnments as presented. The motion was seconded by <br />Commissioner Snsan Doerner and carried unanimously by voice vote <br /> <br />The Commission took a fifteen (15) minute break to execute the Sun Trust documents. <br /> <br />3. Consideration of EmDlovee Bilin!!ual Pav Policy <br /> <br />Staff Presentation: Ms. Vivo presented a request that would give additional pay for employees to provide <br />language interpretation for Casselberry residents. The criteria to receive the bilingual pay is (]) Fluent in <br />a non-English language and (2) Job duties require the use of non-English language skills on a regular basis <br />and 50 percent of its job duties require working with the public; the position must have direct public contact <br />on a regular basis with residents or customers who do not speak English. The bilingual pay is $25 per month <br />for conversational proficiency in the language and an additional $25 per month for written proficiency in the <br />language. The employee must pass a proficiency test. <br /> <br />Staff Recommendation: Mr. Clifton stated the Policy as a worthwhile endeavor and recommended the <br />Commission approve the Employee Bilingual Pay Policy as presented. <br /> <br />Commission Discussion: <br /> <br />Commissioner Kathy Cook did not feel that the need exists in Casselberry to warrant the Policy. She would <br />be voting against the Policy. Commissioner Susan Doerner said if an employee speaks a second language, <br />this should be used as a hiring tool and made a part of the job description. She could not support the Policy <br />as presented. <br /> <br />Mayor Bruce Pronovost, Commissioner Linda Hart and Vice Mayor/Commissioner AI Clark spoke in favor <br />of the Policy. <br />
