City Commission Meeting <br />August 11, 2003 <br />Page 8 <br /> <br />The City Clerk read Resolution 03-1434 by title as follows: <br /> <br />'A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, DESIGNATING <br />THE CASSELBERRY COMMUNITY REDEVELOPMENT DISTRICT AS A <br />BROWNFIELD AREA FOR THE PURPOSE OF ENVIRONMENTAL <br />REMEDIATION, REHABILITATION, AND ECONOMIC REDEVELOPMENT; <br />ESTABLISHING THE COMMUNITY REDEVELOPMENT AGENCY AS THE <br />BROWNFIELD AREA ADVISORY COMMITTEE; AUTHORIZING THE <br />COMMUNITY DEVELOPMENT DIRECTOR TO NOTIFY TIlE FLORIDA <br />DEPARTMENT OF ENVIRONMENTAL PROTECTION OF SAID DESIGNATION; <br />AND PROVIDING FOR AN EFFECTIVE DATE." <br /> <br /> Staff Presentation - The Florida Department of Environmental Protection, in association with the <br /> U.S. Environmental Protection Agency offers redevelopment assistance to communities around the <br /> State. This assistance may come in the form of financial incentives, regulatory benefits and <br /> economic development assistance to help encourage redevelopment of an area of specific interest <br /> to the community. By designating the CRA District a Brownfield Area, the City encourages <br /> redevelopment by the private sector of specific Brownfield sites. Brownfield sites are individual, <br /> specific sites that are generally abandoned, idled or under-used industrial and commercial properties <br /> where expansion or redevelopment is complicated or perceived environmentally contaminated. <br /> Brownfield area means a contiguous areas of one or more sites, which may or may not be <br /> contaminated, that have been designated by resolution as a Brownfield Area by a local government. <br /> <br /> Staff Recommendation - The Planning and Zoning Commission considered Resolution 03-1434 on <br /> July 25, 2003 and recommended approval to the City Commission. The Community Development <br /> Director said the benefits of the Brownfield Area Designation in the CRA would enable potential <br /> developers access to State and Federal programs and the Resolution would be back after the required <br /> two noticed public hearings advertising if the Commission is interested in pursuing. The City <br /> Manager said that he would ask the State Department of Environmental Protection to address the <br /> Commission during the first public hearing. <br /> <br />Audience Input - John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, 32707 - The <br />City should not designate an area as a Brownfield Area until there is an actual finding of fact that <br />there is contamination on the property that is verified by a Pollution Control Agency. <br /> <br />The Community Development Director was asked to determine if any other CRA District had used <br />the Brownfield Area Designation as a successful tool for redevelopment. The Commission was <br />concerned that designation of the entire district as contaminated could be more of a detriment than <br />benefit to redevelopment efforts and may be contrary to what the CRA is trying to accomplish. The <br />consensus of the Commission was that a work session be scheduled with the State Department of <br />Environmental Protection, the CRA Board and the City Commission. <br /> <br />No formal <br /> <br />action was taken by the Commission. <br /> <br /> <br />
