Crrx O asI)O
OFFICE OF
BUDDY DYER
June 20, 2003 MAYOR

The Honorable Bruce Pronovost
Mayor/Commissioner
City of Casselberry, City Hall
95 Triplet Lake Drive
Casselberry, FL 32707

Dear Mayor Pronovost:

It has been brought to my attention that questions have been raised regarding the stability
of electric rates at OUC. This letter is intended to address your concerns.

As an OUC board member, I am excited with the prospect of working with you to
improve electric service reliability in your community. OUC has the state's best record
of reliability and certainly lives up to its name, The Reliable One. Besides delivering
dependable service, OUC has some of the lowest electric rates in Florida and the highest
bond ratings in the industry.

As Mayor of Orlando, I can assure you that I would never do anything to jeopardize
electric reliability or create rate instability. When I took office, I promised to solve
Orlando's deficit problem without creating any new costs for city residents. That applies
to OUC customers as well. Let me be perfectly clear: The City of Orlando will not
increase financial demands on OUC to help pay for the current deficit at Orlando
City Hall.

Over the years, OUC has been a stable source of revenue for the City of Orlando and has
allowed us to carry out projects and provide services that otherwise would not have been
funded. OUC has been a positive rome in St. Cloud, too. Since entering into an
interlocal agreement with that city in 1997 to run its electric system, reliability has
improved, rates have decreased and the community is thriving with development projects.
(Please see the attached St. Cloud news clipping.)

I applaud your efforts to provide your residents with reliable power. As mayors in our
respective communities, we are charged with acting in the best interests of our citizens.
If you have any questions for me, please don't hesitate to call me at 407-246-2221.

Sincerely,
( i~ty of OrlandoDyer~
Mayo~ Bund y Dyer

CITY HALL e 400 SOUTH ORANGE AVENUE ~ P.O.
