Request Progress Energy to present its final "best" franchise proposal by 4:00 p.m. May 15, 2003. The <br /> Progress Energy proposal should address: <br /> <br /> I. Length of Franchise 10, 20 or 30 years <br /> 2. Franchise Fee 6% <br /> 3. A Buy-out Option at the end of the Franchise term (10, 20 or 30 years) <br /> 4. Reimbursement to the City for direct expenditures associated with the protracted Franchise negotiation <br /> process inclusive of attorneys' fees and consultants <br /> 5. Performance standards, measurement methods and a corrective action plan associated with system <br /> service reliability in the Casselberry area <br /> 6. Performance standards regarding rates; availability of local input into rates and rate structure <br /> <br />B. Selection of either Kissimmee Electric or Orlando Utility Commission for further in-depth negotiations <br /> associated with the operation of the local electric system, if the City chooses to exercise its option to purchase. <br /> <br />C. Authorization to pursue a "RFP" among interested "investor-owned" utility corporations for the purpose of <br /> either contracting for the "operation of the system" or a lease/ownership/francinse option "it" the City exercises <br /> its right to purchase under the existing franchise agreement with Florida Power Corporation. <br /> <br /> D. Authorization to proceed with a "RFP" for bulk wholesale power providers. <br /> <br />E. Authorization to proceed with an "RFQ" for a fiscal advisor to handle the financing required to purchase the <br /> electrical retail system within the City of Casselberry. <br /> <br /> F.
