507.3 <br /> <br />/.4 <br /> <br />Provides funding sources to upgrade and replace <br />old or failing septic tank systems where municipal <br />sewer services are not available. <br /> <br />Provides incentives for extensions of and hook- <br />ups to municipal sewer services. <br /> <br />508.2 <br /> <br />Facilitates and encourages wetland restoration <br />and rehydradon projects, including use of <br />stormwater and/or treated wastewatar for such <br />projects. <br /> <br />Hazardous and Toxic Wastes <br /> <br />507.5 <br /> <br />Recognizes that reclaimed water is a commodity, <br />and that ownership and control of reclaimed water <br />belongs to the entity that produces it. <br /> <br />507.6 <br /> <br />Prohibits any s~ate agency from requiring a <br />reclaimed water provider to serve a specific water <br />usen class of water users, or a geographic area, <br />and that ensures decisions regarding the selection <br />of customers to be served with reclaimed water <br />shall be within the sole discretion of the reclaimed <br />water provider. <br /> <br />507.7 <br /> <br />Establishes that any reuse feasibility studies re- <br />quired of wastewater permit applicants be per- <br />formed by the applicant, and that the applicant's <br />determination of feasibility is final. <br /> <br />507.8 <br /> <br />Prohibits Florida Forever funds from being used <br />to support the construction or planning of potable <br />water transmission lines. <br /> <br />507.9 <br /> <br />Supports immediate further research for infield <br />pilot testing for large-scale aquifer storage and <br />recovery (ASR) systems to ensure that injection <br />of surface waters that may contain microorgan- <br />isms into Florida's aquifers will not impact public <br />health and water supplies. <br /> <br />Wetlands <br /> <br />508 <br /> <br />The state's wetlands are essential to the state's <br />natural ecosystem. These wedands provide water <br />filtration and storage, and serve as a natural habitat <br />to fish and wildlife. Development in wetland areas <br />should be prevented. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />508. <br /> <br />Ensures that municipalities retain the right to <br />adopt and enforce more stringent wetlands and <br />upland habitat regulations within their municipal <br />boundaries. <br /> <br />509 <br /> <br />2O <br /> <br />The proper identification, containment, storage, <br />treatment, transportation and disposal of <br />hazardous wastes, household chemical wastes, <br />infectious materials, and other toxic materials are <br />essential for the protection of the public health, <br />safety and welfare. Furthermore, the proliferation <br />of small, scattered disposal sites only exacerbates <br />potential problems associated with hazardous and <br />toxic waste management. A solution to the <br />problems of hazardous and toxic wastes witl <br />require the cooperation of federal, state, and <br />waste-generating and transporting industries. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />509.1 <br /> <br />509.2 <br /> <br />Encourages the imposition of enhanced civil <br />penalties that exceed the cost of legal disposal <br />against illegal generators and/or dumpers of <br />hazardous and toxic materials. <br /> <br />509.3 <br /> <br />Encourages a reduction in the production of <br />hazardous waste and promotes neutralizing <br />potentially hazardous waste on-site. <br /> <br />Provides economic and regulatory incentives to <br />encourage proper disposal of residential <br />hazardous waste. <br /> <br />Environmental Funding <br /> <br />510 <br /> <br />The state should appropriate funds to pay for state <br />environmental programs. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />510.2 <br /> <br />Authorizes technical assistance and provides <br />recurring funding sources to assist in the financing <br />of environmental and growth management <br />programs that are mandated or regulated by the <br /> <br />Increases or maintains funding of the Florida <br />Forever Program. <br /> <br /> <br />
