[ I Removes state preemption of local outdoor ad- <br /> vertisin§ land development re[~ulations. <br /> <br />300.12 <br /> <br />Utilizes incentives for outdoor advertisers and <br />state and federal regulators to cooperate with <br />local efforts to reduce the overall number of out- <br />door advertising signs. <br /> <br />)0.13 Allows municipalities to derive revenues and re- <br /> cover costs from day cruise casinos in order to <br /> lessen the impact of such operations. <br /> <br />300.14 Removes all restrictions on local government's <br /> authority to recover the costs of services provided <br /> by the local governments, including costs <br /> associated with the recovery and retrieval of <br /> shopping carts and the removal of political <br /> campaign materials. <br /> <br />300.15 Removes all restrictions on a municipality's ability <br /> to zone and regulate land uses within its <br /> boundaries, including, but not limited to, group <br /> homes, religious institutions and sober houses. <br /> <br />300. 16 Promotes and funds fireworks safety and education <br /> programs and allows more restrictive locat <br /> regulation of fireworks in our state, especially the <br /> local government emergency management <br /> authority to regulate and restrict the sale and use <br /> of fireworks, and those items specifically excluded <br /> from the definition of fireworks, during drought <br /> or other emergency conditions in our state. <br /> <br />300.17 Requires the use of fireworks be consistent with <br /> the occupational license of the purchaser. <br /> <br />300.18 Enables a Certificate of Public Convenience and <br /> Necessity (COPCN) for emergency medical ser- <br /> vices and transport to be issued to municipal and <br /> special district fire departments immediately upon <br /> application.. <br /> <br />300.19 Enables municipalities to issue a Certificate of <br /> Public Convenience and Necessity (COPCN) for <br /> emergency medical services and transport. <br /> <br />300.20 Permits municipalities under the Public Records <br /> Law to secure the safety of data and information <br /> technology resources through their internal poli- <br /> cies and procedures. <br /> <br />300,21 <br /> <br />Exempts sensitive security information from the <br />Public Records Law to protect the public health, <br />safety and welfare of communities and provides <br />necessary flexibility for financing additional <br />security enhancements for public facilities. <br /> <br />300.22 <br /> <br />Authorizes municipalities to utilize geographic <br />positioning systems (GPS) and geographic <br />information systems (GIS) to record or map <br />information and data without being required to <br />hire a licensed surveyor as defined in Chapter 472, <br />Florida Statutes. <br /> <br />Tort Liabilit~ <br /> <br />301 <br /> <br />The Florida League of Cities recognizes that tort <br />liability for most governmental actions must remain <br />limited. Unlimited tort liability will have a substantial <br />impact on a government's ability to provide for the <br />general health, safety and welfare of its citizens. <br />Expenditures of public funds to satisfy tort <br />judgments are a taxpayer's expense. Governments <br />provide unique services to the general public, and <br />these services require that traditional standards and <br />notions of tort liability should not apply to official <br />tax supported governmental agencies. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />Limits the exposure of local governments and <br />their officers, employees and volunteers from <br />tort liability. <br /> <br />il <br /> <br /> <br />
