' riority The Florida League of Cities will support legislation that prioritizes state and local infrastructure funding in a manner that enhances municipal autonomy and flexibility, and which includes one or more of the following components: Establishes a process for an individual municipality or a group of municipalities to levy a portion of the local government infrastructure surtax within their jurisdictions to fund infrastructure improvements. Eliminates the bonding restrictions on the Municipal Revenue Sharing Program. Increases the state funding match and enhances the federal revolving loan program for water related infrastructure improvements. Provides an ~dditional funding mechanism for regional public transportation projects. Growth Management Infrastructure Funding 200 The structure of Florida's state revenue sharing programs and local option revenues does not provide sufficient revenue flexibility for municipalities to meet local infrastructure needs and state growth management requirements. This problem is further exacerbated by a tax structure that subsidizes urban sprawl and discourages development or redevelopment in urban areas. Presently, most infrastructure funding mechanisms are controlled at the state and county level restricting the ability of Florida's municipalities to properly plan for growth and to provide needed infrastructure. The Florida League of Cities will support legislation, as ' -~t of a comprehensive infrastructure funding package, .~t addresses one or more of the following: 200. Consolidates state revenue sharing programs and establishes a more equitable distribution formuh for them. Consolidates local option sales taxes into three options: county, municipal and school board local option sales tax. Establishes a more equitable distribution methodology for the Half-Cent SalesTax Program. Establishes a more equitable default distribution methodolo~ for the Local Option Infrastructure Surtax.
