I have extensive experience in local government, having served for over sixteen years as <br />City/County Manager/Adminis~-ator, and over seven years as Assistant City/County <br />Manager/Administrator. I have managed in full service communities of different sizes and clearl7 <br />understand the need to effi:ctively interact with other governmental agencies. I have served in local <br />governments that have provided all city services including redevelopment, growth management, and <br />infi`astructare expansion. I am interested in becoming a City Manager in a quality community such as <br />Casselberry. <br /> <br />During my tenures as City Manager/County Admirfistrator, I have proposed over sixteen budgets including <br />five~year Capital Improvement Programs. A tax rate increase was proposed only once in a community that <br />had not increased property taxes for over fiPteen years, and was balancing its operating budget with non- <br />recurring revenues. I developed a five-year capital improvement program for the first time in one <br />community and have been respormible for constructing numerous capital improvement projects including <br />road resurfacing, new roads, water and wastewater treatment facilities, administration buildings, libraries, <br />parks, fire and police substations. I understand budgeting, planning for the future, and the need to project <br />long term costs and revenues. I have been involved in the use of tax increment financing for <br />redevelopment; establishing utility taxes, and creation of impact fees for capital improvement projects. <br /> <br />I have developed organizations that had credibility in dealing with elected officials, citizens, media and <br />other governments. The citizens are the customers o£a community; and I expect commitment, competence, <br />integrity, and professionalism fi`om my team in providing services to that public. I have a reputation for <br />integrity, open management, innovation, team building, effective financial management, and good <br />intergovernmental relations. I believe in team management and utilizing resources to the maximum. I <br />develop a sb'ong staff, and give them the flexibility to manage their departments and areas of <br />responsibilities. Providing quality services to the citizens requires commitment of the elected officials, <br />manager, department directors, and just as important - the employees regardless of what their position is <br />w/thin the organization. <br /> <br />My peers have honored me in my being selected to serve on numerous boards and committees for <br />professional org~nizations. Of special pride was being e{ected President of Florida City. County Manager <br />Association and serving on the Board of Directors tbr eleven years. <br /> <br />I am interested in once again becoming a City Manager in a quality community. My position with <br />Hillsborough County. until recently, allowed me to act as City Manager in providing city type services to <br />over 600,000 citizens.
