AGENDA <br /> <br />Approval of Minutes - December 13~ 2002 <br /> <br />The Special Meeting of December 13, 2002 was called to discuss consideration of replacement <br />procedures and advertising criteria regarding the City manager vacancy. Mayor Pronovost called <br />for a Motion regarding the December 13, 2002 minutes. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Clark to approve the minutes of <br />December 13, 2002 as presented. The motion was seconded by <br />Commissioner Hart and can/ed unanimously by voice vote. <br /> <br /> Discussion with ICMA Range Rider, Howard Tipton <br />Criteria and Process for City Mana2er Al~lffication Consideration <br /> <br />Dr. Jack Schluckebier introduced Mr. Howard Tipton, a member of the ICMA Range Riders, <br />which is an organization of retired City Managers that assists cities in their recruitment ora city <br />manager. The services by Mr. Tipton as a member of the ICMA Range Riders is offered at no <br />cost to the City. <br /> <br />Mr. Tipton said the time frame set by the City Commission to get a new City Manager in place <br />was an ambitious schedule and his only concern was that the quick turnaround might eliminate <br />some qualified candidates that you might want to see. He outlined the criteria that he would use <br />to narrow down applications that are received. The cut off date for receipt of applications was <br />January 16, 2003. The applications must include the job profile set by the Commission, which <br />includes finance and budget, redevelopment, utilities, education and experience. He indicated <br />that if the City received a hundred applications, his job would be to use the criteria to narrow <br />down the application about ten candidates. <br /> <br />Mr. Tipton said the Commission has the responsibility of interviewing candidates, critiquing <br />their verbal skills and their personality demeanor. He submitted suggested interview questions <br />for Commission consideration. The Commission discussed the twenty-two (22) suggested <br />questions and decided that the following be used as standard questions for the final cut of <br />candidates: <br /> <br />How does your experience qualify you for this position? <br />How do you describe your management style? <br />what will your first steps be upon assuming responsibility for this position? What <br />do you hope to accomplish in the first year? <br />What are your strengths and weaknesses? <br /> <br /> <br />
