CASSELBERRY CITY COMMISSION <br />Minutes of February 26, 2025 — Pre -Budget Planning workshop <br />Page 5 of 12 <br />Public Works Department - Unfunded Needs — Public Works Director Dr. Kelly Brock <br />- Parks <br />- Mobility <br />- Stormwater & Lakes Management (Priority List) <br />- Stormwater & Lakes Management <br />- Facilities <br />Discussion: Discussion ensued throughout the presentation which included: decking for the Sculpture <br />House; potential and cost for water tower lighting; phasing out of utilization of the water towels as cell <br />towers; costs and challenges related to repainting of the water towers; whether fencing is planned around the <br />retention pond in the area of the Wheel Parks and related safety concerns; standards and costs related to <br />fencing of retention ponds; stormwater management issues; monitoring of landscape maintenance contracts; <br />the CRS (Community Rating System) which provides insurance discounts for residents; concerns about the <br />negative effects on the City's stormwater system if other municipalities do not maintain theirs properly; <br />implementation of stormwater fees; water quality issues; update to Joint Floodplain Management Plan <br />between the cities and Seminole County; the City advocating with the State and MetroPlan Orlando for safety <br />improvements to State Road 436; the fact that safety improvements have been cut from state road <br />improvement projects statewide due to inflation, construction costs, and requirements for a minimum number <br />of miles of road performance improvements each year; the need for locally funded safety improvements due <br />to this situation; funding issues for safety improvements on road improvement projects and the need to find <br />alternate funding sources and the fact that this is also a problem for many other jurisdictions statewide; the <br />fact that funding is only available for the first 10 of the Ori' Generation Sales Tax priority projects, and <br />numbers 11-22 are listed as unfunded needs with no finding available; potential for obtaining some hazard <br />mitigation for 711' Street drainage improvements in the fixture due to Ian flooding out access; and approval <br />received from the CRA for funding of the LOMR (Letter of Map Revision) to update the flood map which <br />will benefit surrounding properties. <br />The ineeting was recessed at 12:11 p.m. The meeting was reconvened at 12:53 p.in. <br />Community Development Department — Community Development Director Christopher Schmidt <br />Building Safety (Plan Review and Permitting) <br />Initiatives <br />Code Compliance (Strengthening Public Health & Safety Measures) <br />Initiatives <br />Planning (Ensures Development Aligns with the City's Goals, Objectives, and Policies) <br />Initiatives — FY 25-26 <br />Major Site Plan Activity (New & Redevelopment) FY 24-25 <br />
