CASSELBERRY CITY COMMISSION <br />Minutes of February 26, 2025 — Pre -Budget Planning workshop <br />Page 3 of 12 <br />inflation rate; rationale for past iniI Iage increases and decreases; the fact that other cities and counties are also <br />dealing with the same situations related to inflation and increases in the cost of supplies and construction <br />materials; and changes in the job markets and the need to continue to pay competitive wages to attract <br />qualified applicants and maintain a strong workforce. <br />Mr. Newlon then explained the process that would be followed for each of the departments to present their <br />current status, initiatives and future needs, including unfunded needs. He added there would also be <br />additional presentations related to City Hall space needs and the Brightwater property concept plan, with a <br />request for the Commission to provide guidance on how they would like staff to proceed on both of these <br />initiatives, considering there is not currently funding available to advance either one. <br />B. Department Initiatives and Unfunded Concerns <br />Department Initiatives <br />Presentation: The following staff members gave presentations detailing recent accomplishments and future <br />planning incentives for their departments and/or divisions as follows: <br />Police Department — Police Chief Larry Krantz <br />Initiatives <br />Unfunded Needs <br />Commission Comment & Questions <br />Discussion: Discussion ensued which included: number of training hours officers receive on various topics, <br />including mental health, crisis intervention and firearms training and the cost of that training; efforts to <br />change business model behaviors to reduce shoplifting; training of staff on how to respond to First <br />Amendment auditors; the use of FLOCK license plate readers, how the information collected is managed, <br />number of readers currently in use, number of readers being requested, and initial cost and ongoing <br />maintenance fees; staffing needs; and the importance of community resource officers (CSO's). <br />The meeting was recessed at 10:40 a.m. The meeting was reconvened at 10:55 a.m. <br />Public Works Department — Public Works Director Dr. Kelly Brock gave a brief introduction and explained <br />what the areas of responsibility were for the Public Works Department after the recent splitting of the Public <br />Works & Utilities Department into two separate departments, the Public Works Department and the Utilities <br />Department. <br />Public Works Areas of Responsibility <br />o Recreation (Programs, Arts, Culture, Events) <br />o Parks (Maintenance & Infrastructure, including Casselberry Golf Club) <br />o Streets/Mobility; Stormwater; Lake Management (including Natural Areas) <br />o Facilities (Citywide) <br />o Streetlighting <br />0 Landscape (Including Arbor) <br />
