WHEREAS, the use of the permanent monument sign at City facilities and City parks to <br />electronically display public service announcements selected and controlled by the City is consistent <br />with the image of the City that it wishes to project to all who frequent, or travel by, these facilities, <br />which is that City Hall, the senior center and the City parks are places where the City conducts <br />administrative, legislative and other public business related to the government functions of the City <br />of Casselberry and where the City communicates public service announcements to the public; and <br />WHEREAS, the exceptions made for these City signs will not weaken the direct link <br />between the City's objectives of promoting traffic safety and aesthetics, and the City's sign code <br />prohibitions on certain types of signs, and this Resolution does not constitute an amendment to said <br />code, since government signs are not subject to the City sign code, as provided in Section 3-16.1; <br />and <br />WHEREAS, the City continues to prohibit the incoherent proliferation of electronic signs, <br />and as such the City will continue to regulate electronic signs, and ban animated and flashing signs, <br />and the sign code will be enforced to prevent the uncontrolled erection of unsafe, distracting and <br />unattractive signs, and to eliminate sign clutter, as set forth in the City sign code; and <br />WHEREAS, this Resolution, authorizing government public service signs with an <br />electronic message center, will not undermine the objectives of the sign code, as these signs <br />constitute a de minimis exception, these signs will have little or no impact, the signs' messages are <br />non-commercial and highly important to the public safety, and the City's primary intention in <br />erecting these signs is the protection of public safety; and <br />WHEREAS, the electronic portion of the signs will not exceed 32 square feet, the City will <br />restrict the message display duration to a minimum of five (5) minutes except where an emergency <br />exists, and will include an automatic dimmer control to dim the lights when needed based on <br />weather conditions. <br />NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY <br />OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. Legislative and Administrative Findings. The above recitals (whereas <br />clauses) are hereby adopted as the legislative and administrative findings of the City <br />Commission. The City Commission finds and determines that there is competent substantial <br />evidence to support the findings and determinations made in this Section. <br />SECTION 2. Policy for Use of Signs. These signs will be used exclusively for public <br />service announcements, emergency notifications, and notices of City sponsored events in <br />accordance with policies set forth by the City Manager. The signs will not be used to advertise or <br />promote any private entity or activity. <br />SECTION 3. Sign Performance Standards. The copy area of the electronic message <br />screen shall be no greater than 32 square feet. Messages displayed through the electronic <br />message screen may not scroll, blink, flicker, flash, pulsate, or project animation or videos.
