CASSELBERRY CITY COMMISSION <br />Minutes of March 24, 2025— Regular Meeting <br />Page 13 of 14 <br />make purchases outside of the normal procurement and budgetary procedures with the requirement that <br />notification and explanation is timely provided to the Commission. On March 13th there was a sanitary <br />sewer backup at 1 l 7 Mark David Boulevard. Investigation with a camera found that two fiber optic lines <br />had been drilled through the gravity sewer main which were causing the surrounding soil to enter the <br />pipeline causing the backups. An above -ground bypass was installed to ensure that no sanitary sewer <br />overflows occur prior to the repair being made. The gravity sewer line at this location is approximately 15 <br />feet deep and located under a brick wall approximately 10 feet off the roadway of Red Bug Lake Road. <br />This repair is outside City staff's purview due to the complexity of the work. The City has contractors for <br />pipeline replacement but none of these contracts contain line iters for gravity sewer repair work; therefore, <br />emergency contractor services had to be obtained. Cathcart Construction Company provided a quote for <br />$299,693.82 and advised the work would be performed within a week. The quote includes mobilization, <br />MOT (maintenance of traffic) for traffic that may be diverted along Seminola Boulevard, clearing and <br />grubbing, removing and replacing the brick wall, dewatering, cleaning and repairing the existing gravity <br />sewer main, sidewalk removal and replacement and grading/sodding any disturbed areas, and obtaining <br />required permits for Florida Department of Transportation (FDOT) and Seminole County. After a budget <br />transfer between Utilities Operating accounts is made, sufficient funds will be available in the Water and <br />Sewer Fund Distribution & Collection Repair & Replacement/Emergencies account for these services. <br />• Commended Public Works Department staff for pursuing the grant from NRCS for the erosion <br />repairs. <br />• Reported that he and Mayor Henson had attended the monthly Mayors and Managers meeting <br />on Tuesday, March 18"i. <br />• Gave a brief update on the two Wheel Parks that will be coming online very soon. Advised <br />that Phase I had moved along so quickly that a soft opening was planned very soon, potentially <br />sometime later this week. He added that progress on Phase I was also moving quickly, and lie <br />anticipated it would also be in a position to open sooner than anticipated, but he was not ready <br />to announce a date yet. Advised he had walked the parks earlier in the day and had been very <br />impressed, and hoped the Commissioners would soon have a chance to check them out, as well. <br />15.
