Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />February 12, 2025 <br />Page 3 <br />Staff presentation: Matthew Linder, Planner I, presented SPR 24-10, a request for approval for <br />a Major Site Plan for the expansion of a Sunoco Gas Station located at 1735 S.R. 436. Mr. Linder <br />discussed the property's history. In 1996, the parcel received two conditional use permits to <br />operate as a convenience store with gas pumps, a restaurant, and a drive-through. Since 1996 the <br />property has operated as a gas station. The applicant has requested redevelopment of the property <br />to eliminate the antiquated drive-through use in addition to expanding the convenience store. <br />Mr. Linder explained that the property is just under an acre, designated as Commercial on the <br />Future Land Use Map (FLUM), and zoned CG (Commercial General). Unlike surrounding <br />properties that have shifted to Major Thoroughfare Mixed -Use zoning for high-rise development, <br />this parcel retains its commercial designation, aligning with the proposed improvements. <br />Further, Mr. Linder discussed how the site plan increases efficiency and reduces impervious area, <br />how the lighting plan meets ULDR standards to prevent light trespass, and how stormwater is <br />managed through underground exfiltration. Landscaping exceeds 2,000 shrubs, though 364 <br />caliper inches of tree mitigation are still required. Tree upsizing or contributions to the Tree Bank <br />Fund are options for mitigation for the applicant. <br />Mr. Linder spoke about how the parking layout includes 19 spaces in front of the building, 8 in <br />front of the gas pumps, and 7 additional spaces on the south side (2 enclosed). No new signage is <br />proposed for the project. <br />Staff recommended that P&Z approve case number SPR 24-10 based on the staff report and the <br />testimony and evidence presented, that the request met the applicable provisions of the ULDR <br />and was consistent with the Comprehensive Plan as per the written findings in the staff report, <br />including the following conditions: <br />1. The site plan approval shall be valid for one (1) year; an extension request may be <br />submitted prior to the expiration of this approval. <br />2. The above condition shall be fully and faithfully executed, or the site plan shall become <br />null and void <br />Discussion: Members of the Planning and Zoning Commission asked staff questions. Vice - <br />Chairperson Stanley asked if a representative was present to speak on this item. <br />Mr. Robby Joshi, AIA, with ARCHENICS, 5401 S Kirkman Rd., Suite 243, Orlando, FL 32819, <br />briefly addressed the Commission as the representative for the project. <br />Audience Participation: Vice -Chairperson Stanley asked if anyone in the audience wished to <br />speak about this item. No one came forward to speak about this item. <br />
