CASSELBCRRY CITY COMMISSION <br />Minutes of January 13, 2025 — Regular Meeting <br />Page 4 of 8 <br />E. Fiscal Year 2024 Report of City Investment Activity <br />Introduction: The City of Casselberry Annual Report of Investment Activity for the fiscal year ending <br />September 30, 2024 is submitted for City Commission review and acceptance. The report is a ministerial <br />duty required under Florida Statutes and is provided for informational purposes only. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Finance Director recommended acceptance of the City of <br />Casselberry's Fiscal Year 2024 Annual Report of Investment Activity. <br />No one came forward to address the Consent Agenda. <br />MOTION: Commissioner Aramendia moved to approve the Consent Agenda, as <br />presented. Motion was seconded by Commissioner Divita. Motion carried <br />unanimously by voice vote 5-0. <br />8. DISCUSSION ITEMS <br />A. Future Ai2enda Items <br />Mayor Henson brought up the subject of the City's requirement for permitting of fences, stating his <br />preference would be that permits not be required and lie would like there to be some discussion by the <br />Commission on the issue. After a brief discussion, the Commission agreed by consensus that the City <br />Manager would ask staff to prepare a presentation on the pros and cons of fence permitting to be brought <br />back for discussion and further guidance fi-om the Commission at a future meeting. <br />B. City Commission Invocation Policy and Procedures <br />Staff Presentation: City Clerk Donna Gardner gave an overview of this item, stating it was being brought <br />forward for consideration due to a request made at the December 10" Commission meeting. Historically, <br />the City Commission has included an invocation on the agenda prior to the official policy making, and it <br />has been delivered either by Commission members or by local clergy members. In 2015 the City <br />Commission requested that the City Attorney prepare a policy that was consistent with guidance provided <br />by several courts that had considered the validity of public invocations. At that time, the City Attorney also <br />provided Commission members with the Supreme Court decision on the Town of Greece vs. Galloway, and <br />a memo regarding that decision, together with some other cities' policies and a best practice guide. <br />Resolution 15-2808 was prepared by the City Attorney based on the policy drafted by the Town of Greece, <br />New York and on the Supreme Court decision, and the resolution addressed the intent, timing, invocation <br />selection and conduct of the public meeting, and that is the policy that is still in place today. Ms. Gardner <br />advised that for assistance in consideration of this item, she had provided the Commission with a copy of <br />Resolution 15-2808 and the adopted policy. <br />
