federal courts have concluded that when the government exercises its right to speak for itself, it can <br />freely select views that it wants to express, which necessarily includes the freedom to choose not to <br />speak or to remove speech of which the government disapproves and, accordingly, the City <br />Commission is permitted to repeal the specific invocation policy should it so desire. <br />NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY <br />OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. Recitals. The foregoing recitals are hereby fully incorporated herein by this <br />reference as legislative findings and the intent and purpose of the City Commission of the City of <br />Casselberry. <br />SECTION 2. Repealer. Resolution 15-2808 is hereby repealed in its entirety. <br />SECTION 3. Conflicts. Resolution 15-2808 is hereby repealed in its entirety, and all other <br />Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are <br />hereby repealed. <br />SECTION 4. Severability. If any Section or portion of a Section of this Resolution proves <br />to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, <br />force, or effect of any other Section or part of this Resolution. <br />SECTION 5. Effective Date.
