Conditional Use Applications <br />A. CU 22-09: Trades and Skilled Services for Karina Lakefront Maintenance Located <br />at 1450 Seminola Boulevard <br />Staff Presentation: Matthew Linder, Planner I, presented to the Planning and Zoning Commission <br />case number CU 22-09: a conditional use application to allow for the use of Trades & Skilled <br />Services within the CG (Commercial General) zoning district at 1450 Seminola Boulevard. This <br />conditional use is tied to a site plan review, which is item TA on this agenda. The subject property <br />has a zoning designation of CG (Commercial General) with a Future Land Use Map (FLUM) <br />designation of Commercial (COMM). It is not part of any overlay districts. The business is Karina <br />Lakefront Maintenance, a lakefront restoration and maintenance company which removes <br />undesired lake growth and debris. The business employs twelve to fourteen staff members who all <br />arrive in the morning, and then all but four office staff are dispatched to do their daily work and <br />return in the afternoon. Besides dispatching staff in the morning and returning in the evening, the <br />site will operate as an office. The business has been operating at 1420 Seminola Boulevard since <br />2019. <br />Adjacent properties are commercial in nature and are similar to the subject property. The proposed <br />project meets all setbacks and buffer requirements. Storage for the trucks, trailers, and equipment <br />used for the proposed use is behind the office and screened from the road. The proposed use will <br />not generate any prohibited nuisance impacts or other impacts that would negatively affect nearby <br />uses and no hazardous waste will be created. All lakefront debris will not be taken to or stored at <br />the subject property. The applicant holds or will obtain a City Business Tax Receipt. <br />Staff recommends that case number CU 22-09 be approved with staff's conditions, based upon the <br />staff report and the testimony and evidence presented, that the request meets the applicable <br />provisions of the Unified Land Development Regulations (ULDR) and is consistent with the <br />Comprehensive Plan as per the written findings contained within the staff report. The conditions <br />of approval are as follows: <br />1. The conditional use shall be limited to the location 1450 Seminola Boulevard. <br />2. No outdoor storage is permitted on site. <br />3. All waste and other environmental material shall be stored and disposed of offsite. <br />4. The conditional use shall commence within 120 days of the approval. <br />
