CASSGLBGRRY CITY COMMISSION Minutes of September 9, 2024 — Regular Meeting Page I1 of 16 The City Clerk read Resolution 24-3459 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA ADOPTING THE TENTATIVE BUDGET FOR THE CITY OF CASSLEBERRY FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2024 AND ENDING ON SEPTEMBER 30, 2025; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." Notice of Public Hearing: The Notice of Public Hearing relative to the tentative budget for Fiscal Year 2024-2025 was provided to all taxpayers of the City of Casselberry by the Seminole County Property Appraiser with the Notice of Proposed Property Taxes mailed to all taxpayers in August 2024, in accordance with Truth In Millage (TRIM) requirements. Staff Presentation: City Manager Randy Newlon gave an overview of the proposed tentative operating budget for Fiscal Year 2024-2025. He stated that the tentative budget being proposed for Fiscal Year 2024- 2025 is in the amount of $75,448,514 which is a net increase of $24,214 over the $75,424,300 amount proposed at the Budget Workshop held July 15, 2024. He advised that this slight increase was made as a result of additional information that had come to light after the workshop. He then provided an overview of the proposed increases and decreases in each fund, the projects and proposed expenditures which resulted in the increases and decreases, and additional details as to the proposed revenues and expenditures contained in the proposed tentative budget. Budget Impact: The tentative budget requested for FY 2025 for the City of Casselberry is $75,448,514. Recommendation: The City Manager and the Finance Director recommended approval of Resolution 24- 3459 to establish a tentative budget for the City of Casselberry totaling $75,448,514 for FY 2025. Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and questions regarding Resolution 24-3459, tentative budget for the City of Casselberry for the Fiscal Year commencing on October 1, 2024 and ending on September 30, 2025. Mayor Henson opened the floor for public participation. No one came forward to address Resolution 24-3459. Mayor Henson closed the public hearing relative to Resolution 24-3459. MOTION: Vice Mayor Aramendia moved to approve Resolution 24-3459, establishing a tentative budget for the City of Casselberry totaling $75,448,514 for Fiscal Year 2024-2025, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. Mayor Henson announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2024- 2025. The City Commission will hold a final public hearing on Monday, September 23, 2024 at 5:30 p.m. in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the City Commission intends to adopt a final budget for Fiscal Year 2024-2025. All interested parties are invited to attend.
