CASSGLBGRRY CITY COMMISSION <br />Minutes of September 9, 2024 — Regular Meeting <br />Page I1 of 16 <br />The City Clerk read Resolution 24-3459 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA <br />ADOPTING THE TENTATIVE BUDGET FOR THE CITY OF CASSLEBERRY FOR THE <br />FISCAL YEAR COMMENCING ON OCTOBER 1, 2024 AND ENDING ON SEPTEMBER 30, <br />2025; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the tentative budget for Fiscal Year <br />2024-2025 was provided to all taxpayers of the City of Casselberry by the Seminole County Property <br />Appraiser with the Notice of Proposed Property Taxes mailed to all taxpayers in August 2024, in accordance <br />with Truth In Millage (TRIM) requirements. <br />Staff Presentation: City Manager Randy Newlon gave an overview of the proposed tentative operating <br />budget for Fiscal Year 2024-2025. He stated that the tentative budget being proposed for Fiscal Year 2024- <br />2025 is in the amount of $75,448,514 which is a net increase of $24,214 over the $75,424,300 amount <br />proposed at the Budget Workshop held July 15, 2024. He advised that this slight increase was made as a <br />result of additional information that had come to light after the workshop. He then provided an overview <br />of the proposed increases and decreases in each fund, the projects and proposed expenditures which resulted <br />in the increases and decreases, and additional details as to the proposed revenues and expenditures <br />contained in the proposed tentative budget. <br />Budget Impact: The tentative budget requested for FY 2025 for the City of Casselberry is $75,448,514. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 24- <br />3459 to establish a tentative budget for the City of Casselberry totaling $75,448,514 for FY 2025. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 24-3459, tentative budget for the City of Casselberry for the Fiscal Year <br />commencing on October 1, 2024 and ending on September 30, 2025. Mayor Henson opened the floor for <br />public participation. No one came forward to address Resolution 24-3459. Mayor Henson closed the public <br />hearing relative to Resolution 24-3459. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 24-3459, establishing a <br />tentative budget for the City of Casselberry totaling $75,448,514 for Fiscal <br />Year 2024-2025, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />Mayor Henson announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2024- <br />2025. The City Commission will hold a final public hearing on Monday, September 23, 2024 at 5:30 p.m. <br />in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the <br />City Commission intends to adopt a final budget for Fiscal Year 2024-2025. All interested parties are <br />invited to attend. <br />
