First Reading, of Ordinance 24-1609 — Voluntary Annexation of 515 Lake Howell <br />Road (Parcel ID 28-21-30-300-0460-0000) <br />The City Clerk read Ordinance 24-1609 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO THE <br />VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND INCLUDING <br />WITHIN THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA, FOR ONE <br />(1) PARCEL APPROXIMATELY 1.83 ACRES AND DESCRIBED WITH PARCEL <br />IDENTIFICATION NUMBER 28-21-30-300-0460-0000; REDEFINING THE CORPORATE <br />LIMITS OF THE CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR THE INTERIM <br />PROVISION OF LAND DEVELOPMENT REGULATIONS; PROVIDING THAT EFFECTIVE IN <br />ACCORDANCE WITH LAW, THE PROPERTY TO BE ANNEXED SHALL BE ASSESSED FOR <br />PAYMENT OF MUNICIPAL AD VALOREM TAXES; DIRECTING THE CITY CLERK TO FILE <br />COPIES OF THE ORDINANCE WITH THE SEMINOLE COUNTY CLERK OF THE CIRCUIT <br />COURT, THE CHIEF ADMINISTATIVE OFFICER OF SEMINOLE COUNTY, AND THE <br />FLORIDA DEPARTMENT OF STATE; AND PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE. <br />Staff Presentation: Chief Planner Antonia DeJestls gave an overview Ordinance 24-1609 which annexes <br />to and includes within the corporate City limits of Casselberry one (1) parcel located at 515 Lake Howell <br />Road, described with Parcel Identification Number 28-21-30-300-0460-0000. The applicant, CivilCorp <br />Engineering represents the owner of the subject property, 515 LH LLC which is comprised of <br />approximately 1.83 acres. The subject property is presently unincorporated and under the jurisdiction of <br />Seminole County with a Medium Density Residential (MDR) Future Land Use Map designation and an A- <br />1 (Agriculture) zoning designation. The property proposed for annexation is contiguous to the municipal <br />boundary of the City of Casselberry; is well-defined and is areasonably compact area; is not included within <br />the boundary of any other municipality; and does not create an enclave as defined by Section 171.031(13) <br />of the Florida Statutes. Additionally, staff is pursuing all required public notifications including to the <br />Board of County Commissioners of Seminole County, and the applicants have already submitted <br />applications for land entitlements. Proof of capacity has been verified for school impact, as well as utilities. <br />Business Impact Statement: A Business Impact Statement will be provided upon second reading of <br />Ordinance 24-1609. <br />Budget Impact: There is no impact on the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 24-1609 on first reading. <br />Audience Participation: No one came forward to address Ordinance 24-1609. <br />
