Electronic Messaging Centers (EMCs) <br />Staff Presentation: City Manager Randy Newlon advised that this workshop was for the purpose of <br />continuing discussions on electronic messaging centers that had been brought forward to the City <br />Commission at a workshop on May 13, 2024. He added that the goal today was to learn more about <br />electronic messaging centers and to get input and guidance from the Commission on whether to move forward <br />with drafting of an ordinance for addressing electronic messaging in the City. He then introduced Chief <br />Planner Antonia DeJesus who gave a PowerPoint presentation which included the following elements. <br />- Applicable Zoning <br />- Maximum Copy Area <br />- Illumination <br />- Message Duration <br />- Slide Transitions/Animation <br />- Colors <br />- Exemptions <br />- Other Considerations/Aesthetics <br />- Questions or Comments <br />For each element of the presentation, Ms. DeJesus provided information on what some other local <br />jurisdictions had as requirements, followed by what staff was proposing. She and City Attorney Reischmann <br />addressed questions from the Commission, and discussion ensued about each of tile elements. The proposals <br />from staff were as follows: <br />Applicable Zoning: <br />Proaosed Aublicable Zoning Districts for Casselberry EMCs: <br />- CG (Commercial General) <br />- CS (Commercial Service) <br />- PMX-H (Planned Mixed Use: High Intensity) <br />- PMX-HIGH (Planned Mixed Use: High Rise) <br />- PMX-MID (Planned Mixed Use: Medium Rise) <br />- I (Industrial) <br />- I -M (Industrial Medium) <br />- ROS (Recreation and Open Space) <br />- PS (Public Service) <br />Maximum Copy Area: <br />Proposed Maximum Copy Area for Casselberry EMCs: <br />- 32 square feet <br />To be deducted from the overall copy area allowance. <br />Variances not applicable <br />
