City of Casselberry <br />Parks and Recreation Advisory Board <br />Regular Meeting—October 12, 2021 <br />5. Discussion and Review of the 30% Plans for the Development of "Wheel Park" <br />— Phase 1 and "Wheel Park" — Phase 2 <br />Dr. Kelly Brock, Deputy Public Works Director/City Engineer presented 30% plans for "Wheel <br />Park" — Phase 1 and "Wheel Park" — Phase 2. He first gave an overview of the Parks Planning and <br />Bond Referendum. Dr. Brock then introduced Mr. Cas Suvongse with SK Consortium, lead <br />designer on the project. <br />Mr. Suvongse began with the conceptual plan and refined conceptual plan for "Wheel Park" — <br />Phase 1 and "Wheel Park" — Phase 2. He also reviewed key elements of the plan and described <br />various renderings of the conceptual plans. <br />Next, Dr. Brock then shared feedback from the public input meeting held on Thursday, October <br />7, 2021. <br />Board Member Dia Nordstrom provided suggestions about the accessibility of the proposed <br />playground equipment and the number of water fountains planned. She also mentioned the need <br />for shade, pedestrian crosswalks, and dog waste stations. <br />Board Member Santiago also discussed the crosswalks on Winter Park Drive and need for shade <br />in the park. Further discussion on the operations of the park continued. <br />Board Member Katy Farmer also mentioned the accessibility of the playground equipment and <br />asked about the liability of accidents at the park. <br />Chairwoman Icenhower discussed the intent of the playground and the equipment to be selected <br />for "Wheel Park" — Phase 1. She also asked about the impervious surface as related to flooding <br />concerns. Further discussion ensued. <br />Chairwoman Icenhower opened the floor for public input. <br />Alva Bowman, 286 Lake Griffin Circle, Casselberry, expressed concern about the buffering <br />between the residential area and the park and about the proposed pedestrian crosswalks or <br />speed tables. He referenced Orange County's new pedestrian stop lights and commended the <br />board for their support of pervious parking blocks. Mr. Bowman also spoke about generating <br />revenue through sponsorship of park amenities and installing a 9-1-1 call box. <br />Donna Peterson, 232 Hancock Court, Casselberry, asked if there was any fencing in the proposed <br />plans, and if the plans included refreshment sales or concessions. Discussion continued. <br />
