PLEDGE OF ALLEGIANCE Mayor Henson led the Pledge of Allegiance. 3. ROLL CALL The City Clerk called the roll of Elected Officials and Board Members. All were present except for Commissioners Mark Busch and Chad Albritton, and Parks and Recreation Advisory Board Member Nick Santiago. Mayor Henson announced that one Commissioner was absent due to being out of town on business and the other Commissioner was absent due to illness; however, since this was a Special Meeting and not a Regular City Commission meeting, Excuses of Absence were not necessary for the two absent elected officials. Assistant City Attorney Jennifer Nix concurred. 4. DISCUSSION ITEMS A. Excuse Absence of Commissioner Mark Busch Introduction: Commissioner Mark Busch has advised that he will be out of town on business and unable to attend the December 14, 2021 Special Joint Meeting of the City Commission and the Parks and Recreation Advisory Board. He has respectfully requested that his Excuse of Absence be placed on the agenda for consideration. No action lvas takenn on this item. B. Updated Conceptual Master Plan for Brightwater Estate Staff Presentation: City Manager Randy Newlon gave a brief history of the City's acquisition of the Brightwater Estate, the development of the Parks, Recreation, Pathways and Open Spaces Master Plan, the hiring of GAI Consultants, Inc.'s Community Solutions Group to prepare a Concept Plan for the Brightwater Estate, and an overview of what would be covered during the presentation. He explained that the improvements to the property was currently unfunded, and the Concept Plan was necessary in order to pursue funding by way of grant applications, fundraising, and donations, as well as pursuing an appropriation from the State Legislature. He added that the urgency in finalizing the Concept Plan was due to the fact that the Legislature would be going into session on January 1.1 ti' and the Concept Plan was necessary to show what improvements were intended by the City in order to request that appropriation. He noted that after the presentation, the Parks and Recreation Advisory Board would take audience participation, discussion amongst the board members, and formalization of any recommendations they may wish to present to the City Commission. After that, the City Commission would take additional audience participation, discussion, and a determination of what direction and further guidance should be given to the consultants in order to complete
