RESOLUTION 24-3439 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AUTHORIZING THE JOINT <br />SUBMITTAL OF A SAFE STREETS AND ROADS FOR ALL <br />PLANNING GRANT PROPOSAL TO THE U.S. DEPARTMENT OF <br />TRANSPORTATION IN CONJUNCTION WITH METROPLAN <br />ORLANDO TO ASSIST WITH FURTHERING VISION ZERO <br />INITIATIVES; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry's adopted Multimodal Transportation <br />Master Plan and Healthy Community Complete Streets Policy vision is to provide a safe, <br />economically viable, equitable, and connected multimodal transportation network; and <br />WHEREAS, the purpose of the Safe Streets and Roads for All (SS4A) program is <br />to help communities invest in meaningful Safe System strategies to improve roadway <br />safety by significantly reducing or eliminating roadway fatalities and serious injuries <br />through Safety Action Plan development and implementation; and <br />WHEREAS, Vision Zero is a data -driven strategy to eliminate all traffic fatalities <br />and severe injuries, while increasing safe, healthy, equitable mobility for all; and <br />WHEREAS, Vision Zero is founded on a Safe System approach that recognizes <br />roadway systems and policies should be designed to protect people through shared <br />responsibilities; and <br />WHEREAS, through a previous SS4A award to MetroPlan Orlando, the City of <br />Casselberry has developed a Vision Zero Action Plan, which identified high -injury <br />locations, prioritized projects based on safety needs, addressed underserved populations, <br />engaged stakeholders, and pivots to a Safe System approach to roadway safety that <br />addresses all users; and <br />WHEREAS, on May 13, 2024, via Resolution 24-3418, the City Commission <br />adopted a Vision Zero goal to eliminate traffic deaths and severe injuries by 2030 on all <br />City -owned streets and by 2040 on all other streets and roads within the City; and <br />WHEREAS, through its SS4A program, the U.S. Department of Transportation <br />allows for multijurisdictional grant applications to be considered; and <br />WHEREAS, the U.S. Department of Transportation may appropriate funding to <br />assist with additional Vision Zero and Safe System approach planning efforts through the <br />SS4A Program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION <br />OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />
